As a member of the Department for Safety and Environmental Management (SAFE), you will be leading efforts to engage our workforce and customers to advance our Safety Management System (SMS).

Metro's Safety Program is experiencing a transformation to become the industry-leader in the development and implementation of a robust SMS. The SMS is composed of four fundamental components: Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion.

This subject matter expert will be responsible for leading the effort to advance Metro's Safety Rules and Procedures. This role includes maintaining rules, issuing temporary and permanent orders, refreshing processes and procedures, and contributing to Metro's Safety Standards Committee. Ideal candidates should have subject matter expertise in the areas of compliance, oversight, and management of operating and workplace safety rules designed to meet 49 CFR Part 200 series requirements Excellent written and oral communication skills as well as critical thinking skills are considered essential.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in Operations Management, Safety, Transportation, Business or related discipline.
    • In lieu of Bachelor's degree, a high school diploma or GED and three (3) years' experience or, the Associates degree and two (2) years' experience in High Reliability Operations will be considered in addition to the number of years of experience reference below

Experience
  • Minimum four (4) years of overall career experience, with minimum two (2) years of that experience specific to supporting high reliability operations

Certification/Licensure
  • N/A

Preferred
  • Advanced knowledge and experience with the requirements of 49 CFR Part 214 Railroad Workplace Safety, Subpart C Roadway Worker Protection is preferred

SUMMARY

The Operating Practices Specialist-RWP is an essential role within the Operating Practices team in the Safety Department. Reporting to the Director of Operating Practices, the incumbent is regarded as a subject matter expert with hands-on experience with Roadway Worker Protection (RWP) programs. This experience includes developing and working with content in areas such as working limits, train coordination, foul time, exclusive track occupancy, inaccessible track, train approach warning systems, supervision, and communication. Experience in functions such as developing, implementing, and overseeing compliance with RWP manuals is considered essential. Additionally, the incumbent supports high reliability operations (such as railroad or transit) by contributing to rules committees; writing and revising rules, processes, and procedures; issuing General Orders and Operating Practices Advisories; and establishing requirements for efficiency and operational testing programs. The incumbent is an effective problem solver that is capable of rendering rule interpretations, clarifying areas of ambiguity; and benchmarking based on previous experience and industry best practices. Experience with Quality Management Systems (QMS) or Safety Management Systems (SMS) is preferred. A working knowledge of the Microsoft Office suite of tools such as Word, Excel, and PowerPoint is required.

ESSENTIAL FUNCTIONS
  • Performs the review, edit, and re-write of content such as rules, processes, and associated procedures, especially related to RWP.
  • Prepares and issues documentation such as General Orders, Operating Practices Advisories, and regularly maintains assigned content from Metro's Safety Rules and Procedures Handbook.
