Stormwater Flooding Capacity Civil Engineer IV

Overview
Are you an experienced stormwater capital project engineer that is well-versed in the design of flood mitigation practices, stormwater infrastructure resiliency planning, and leading projects from start to finish? If so, you are encouraged to apply for the new Stormwater Flooding Capacity Civil Engineer IV position in the Department of Transportation & Environmental Services (T&ES) Stormwater Management Division u nder the Flood Action Alexandria ; with a major part of the initiative to manage the acceleration of large, complex stormwater capacity capital infrastructure projects to provide flooding mitigation to protect people and property in the City of Alexandria from recent intense flooding events due to climate change .

A person in this role will be challenged by acting as the T&ES project sponsor representative responsible for working with the Department of Project Implementation (DPI) to implement large, complex stormwater capacity capital infrastructure projects to mitigate flooding issues identified in the City of Alexandria Storm Sewer Capacity Analysis (CASSCA ) with the top 11 priority capacity projects and the funding schedule . Funding for these top 11 prioritized capacity projects are included in the City’s Stormwater Utility Management 10-Year Capital Improvement Program (CIP) for FY 2022 - FY 2031 .

The Opportunity
  • Serves as the point of contact for large, complex flood mitigation and capacity capital stormwater infrastructure projects for T&ES as the project sponsor department, while working with the project manager within the Department of Project Implementation (DPI) and the consultant to fully design and construct stormwater capital projects
  • Exercises technical expertise in delivery of flood mitigation capital projects, to include the identification, planning, design, and construction of capital projects to implement the Flood Action Alexandria program
  • Applies project management standards and techniques as part of the project team to
  • Leads flooding and drainage hydrology and hydraulics studies and infrastructure resiliency studies, to include design standards and IDF curves
  • Interfaces with the project team to respond to action items and assists as needed in briefing for the Ad Hoc Stormwater Utility and Flood Mitigation Advisory Group
  • Serves as project manager and/or project team member to design and construct public infrastructure, small to medium scale drainage projects, and larger stormwater infrastructure capacity capital projects
  • Responds to complex stormwater planning, engineering, and community inquiries, requests for interpretations, or determinations involving stormwater management issues
  • Assists in the development of construction contract documents, procurement of professional services, and management of construction projects for small to medium scale Spot projects to mitigate drainage issues
  • Presents information and participates in engagement on flooding capital improvement projects to the community, outside agencies, the Ad Hoc Stormwater Utility and Flood Mitigation Committee, senior staff, and City Council; and
  • Perform related work as required.


The Ideal Candidate

To qualify for this role all candidates must possess a bachelor's degree in civil engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.
