Serves as the Supervisory Program Manager for the Office of Security and Hazardous Materials Safety's (ASH)

Responsibilities

The incumbent serves as the Branch Manager and is responsible for the teams that maintain the technical sub-programs of the National Airspace System Recovery Communications (NAS RCOM) Program and related emergency communications services. These include Information Technology and Telecommunications, Emergency Operations Network, Microwave Radio, VHF/FM Radio, Satellite Communications, a field Communications Support Team, Secure Communications Services, COMSEC, Emergency Notification System, and HF Radio.

The incumbent hires and supervises program managers to oversee each of these teams and to serve as subject matter experts on these program functions and the related technologies. They review and validate the procurement requirements identified by the program managers and their teams and provide concurrence to the Division Manager, or provides guidance to the submitting program manager as to how the requirements need to be better defined, refined, or justified. They also serve as a backup to each of these program managers, providing oversight to teams when needed, overseeing procurement activities, and as a backup/supplementary subject matter expert on all of these related technologies.

Directs the work of subordinate employees within a major subdivision. Work includes complex projects/programs based on the objectives of the organization. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

The incumbent provides technical advice to the Division Manager with regards to the strategic direction of the Division and its component technologies. This is particularly critical to the addition, evolution, and even replacement of capabilities as technology changes over the years. They also review and validate the strategic plans submitted by each of the program managers and assist the Division Manager in the development and maintenance of the Division's comprehensive five year strategic plan and the associated deliverables (spend plans, capital improvement plans, annual goals, technology roadmaps, life-cycle management plans, etc.). They also provide technical consulting to the Division Manager and other members of the AXE leadership team in general.

The incumbent is responsible for the proper operation, maintenance, and security of multiple Government Information Systems. They may serve as the System Owner for these systems, or may delegate this authority to a qualified program manager if they see fit, but remain accountable for the successful execution of those duties.

The incumbent must respond effectively and expeditiously during incidents to support FAA's senior leadership and the FAA's incident management and crisis response activities.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is as:
  • Experience in Government Information Technology services and Information Systems; applying program management skills; implementing and managing Radio Frequency Communications technologies; experience in Federal procurement and acquisition processes
