Summary

Serves as the Chief of Staff for Security and Hazardous Materials Safety (ASH).

NOTE: Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employee is allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Responsibilities

The incumbent serves as the Chief of Staff for the Security and Hazardous Materials Safety (ASH) organization. Represents the Associate/Deputy Associate Administrator for ASH at high level technical meetings and conferences. Represents the Associate Administrator and Deputy Associate Administrator in the management, direction, and evaluation of activities that support the organization's goals and objectives. The incumbent reviews all incoming technical and sensitive matters to determine those that should be brought to the attention of ASH-1/2, along with comments and recommendations. Maintains lines of communication between the Deputy Associate Administrator and other ASH executives and managers across the organization. Responds to inquiries, manage dissemination of information and action items requiring the immediate attention of the Deputy. Confers with all elements under the Deputy Associate Administrator's executive direction on problems, conflicts, and policy matters requiring final determination by the Deputy.

Supervises the administrative staff that directly supports the Assistant Administrator for ASH. Directs the work of subordinate employees and exercises a full range of managerial duties which include strategic planning, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of the organization, approving leave, and taking or approving corrective/disciplinary actions as appropriate. Works closely with the administrative staff to ensure continuous improvement(s) to front office processes such as tracking of correspondence and scheduling of meetings. Oversees and manages the day-to-day operations of the ASH front office to ensure that organizational functions are prioritized and effectively planned to meet agency goals and objectives.

Provides analyses and recommendations regarding broad and often complex issues involving internal management systems and functional area assignments. Ensures appropriate coordination of assignments within ASH, FAA and DOT. Collaborates with functional area managers to ensure the senior executive management team functions as a cohesive, high-performing team when providing shared services. Provides expert advice and guidance to both internal and external customers to address diverse complex issues, which often cross multiple programs and/or functional areas. Conducts formal and informal discussions with all levels of technical and managerial personnel concerned with or impacted by ASH programs within the agency. Represents ASH in contacts with key officials from other organizations to address cross-organizational issues. Ensures deadlines are met, decisions are supported by comprehensive staff work, and critical actions are timely and coordinated properly.

Leads complex planning initiatives that affect critical, highly visible ASH programs and organizations. Provides leadership in the review of policies, procedures, and programs affecting headquarters and regional/center operations and programs; and ensure effective interaction, collaboration, integration, and exchange of information. Develops and approves solutions to current and anticipated problems which cross-organizational lines and disciplines. In doing so, considers technical, budgetary, regulatory, and political issues that Involve other organizations inside and outside the FAA. May participate in developing solutions to FAA-wide problems. Interprets, communicates, and promotes awareness of new FAA initiatives, and statutory programs.

Incumbent will provide management oversight to the program area which is responsible for answering all organizational Freedom of Information Act (FOIA) requests, Congressional Inquiries and organizational responses for corporate decisional papers. Aids and ensures proper coordination in responding to inquiries from Congressional staff, FOIA request briefing papers, talking points and general correspondence.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is as:
  • Maintaining communication between internal and external stakeholders in a headquarters and the field office setting. Responding to inquiries, managing dissemination of information and action items requiring immediate action.
