Summary

About the Position: This position supports the mission of J-5, The Strategy, Planning and Functional Integration Directorate and is located in Falls Church, VA. The J-5 is responsible for integrating across the Military Health System (MHS) and DHA by proposing strategy, innovation and future plans for achieving MHS and DHA roles, responsibilities, priorities, and Director's intent in support of an integrated health system.

Responsibilities

  • Develop and manage strategic plans for the DHA enterprise.
  • Support external scans of private and public healthcare systems to identify trends and opportunities relevant to the mission of the DHA.
  • Coordinate inputs from multiple internal and external sources to recommend courses of action to achieve a desired long term end state.
  • Compare initiatives, capabilities, and technologies from outside of the healthcare system.
  • Assist with strategy development and management to direct reporting units, Markets, Regions, and treatment facilities as needed
  • Drafts, edits, and provides analysis for reports and communications.
  • Advise management officials in the strategic decision making process.

Occasional travel - Approximately 5% travel may be required. Travel may involve local, and or overnight.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: overseeing the development and management of healthcare system strategic planning at a headquarters level; aligning strategic initiatives for maintenance and improvement of complex health service delivery organizations; and advising senior leadership on the strategic development cycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
