Summary

This position is located within the Office of the Chief Financial Officer (OCFO), Associate CFO for Shared Services, Pegasys Financial Services, Systems Operations & Management Division, System Maintenance Branch.

This is a systems accountant position responsible for the day-to-day operations and maintenance of USDA financial management systems, processes and programs that support federal accounting and financial reporting services to external client agencies, commissions and boards.

Responsibilities

  • Provides end user support for the financial management system to financial management specialists and accountants.
  • Monitors, analyzes and supports financial management system automated data processing cycles (daily, monthly and annual).
  • Ensures the financial management system produces accurate and timely financial reporting to meet monthly, quarterly, and annual reporting requirements.
  • Participates in planning and performing studies, surveys and reviews of USDA financial management systems.
  • Provides advice on accounting and financial management programs to identify financial management system requirements/specifications.
  • Provides policy interpretations and functional recommendations on the financial system?s overall structure.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year of specialize experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.).

Basic Requirements:
This position has a positive education requirement. Applicants MUST meet one of the educational requirements below for the 0510 occupational series. Transcripts are required at the time of application.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicants background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.

In addition to the basic requirements above, applicants must meet the specialized experience below.

Specialized Experience: GS-13 : One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Accountant (Systems), GS-0510-13. Examples of such experience include: assisting with the planning, organizing, and directing of the processes of a financial management program area including identifying problems and developing solutions for implementation. Monitoring internal control effectiveness for a financial management program and making recommendations for improvement. Ensuring a financial management system produces accurate and timely financial reporting. Utilizing structured query language (SQL) to query data stored in financial accounting systems. NOTE: This experience must be demonstrated on your resume/supporting documents.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
