The RAIL Services department of the Washington Metropolitan Area Transit Authority (WMATA) is seeking a motivated Senior Management Analyst that will directly support the Senior Vice President of RAIL. This is a critical position with exposure to key senior positions within the Authority. The ideal candidate must demonstrate a passion for conducting research and gathering data from various sources in order to formulate responses to inquires that may have significant impact on rail service delivery, operational issues, safety and/or public opinion . The candidate must possess high-level critical thinking and problem-solving skills for the strategic planning of RAIL programs, projects and initiatives. Partnering with stakeholders throughout Authority to ensure RAIL's success is vital and key to this position.


  • Bachelor's Degree
    • A high school diploma and 4 years of experience researching and analyzing management procedures and techniques to document and improve business operations may be considered in lieu of a Bachelor's degree (in addition to the minimum experience required specified below).

  • A minimum of seven (7), years of experience analyzing and applying management procedures and techniques to document and improve business operations in a large organization, preferably in a transit or public services environment.




Experience working in a heavily regulated environment.

Medical Group:

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.


This position conducts research and gathers data from various sources including board meetings, internal operations data, news media and congressional hearings, in order to formulate responses to inquiries from the Federal Transit Authority, Board of Directors, customers and other stakeholders; keeps the AGM Rail Services apprised on matters that may have significant impact on rail service delivery, safety and/or public opinion; researches and analyzes operational issues and proposes recommendations for resolution; coordinates the appropriate participation of leaders within RAIL on strategic planning initiatives.

  • Performs project, program and policy development duties, including conducting detailed issue and data analyses, framing recommendation and options for AGM's consideration, ensuring adherence to provisions on contracts, coordinating and monitoring stakeholder involvement as necessary (10%)
  • Prepares memorandums, presentations, reports, and recommendations for GM/CEO, Board, and external audiences (15%)
  • Drafts responses to inquiries from members of Congress, Federal, State, regional and local officials; the Board of Directors; the General Manager and the general public on matters that include but are not limited to, Public Access to Records Policy (PARP), safety directives and governmental relations issues under general guidelines provided by the AGM Rail Services (20%)
  • Serves as the lead on special assignments assigned by the AGM to accomplish critical projects which impact the entire organization (5%)
  • Reviews information (reports, articles, inquiries, etc.) coming into Rail Services to summarize and/or highlight those items considered to be of interest to the AGM. Investigates matters that appear to be extraordinary to apprise the AGM of their full implication (10%)
  • Advises on resolutions to staff related problems, grievances and reviews and recommends approval, disapproval and/or options regarding various requests, proposal and/or suggestions from department staff and other WMATA personnel (i.e. employee relations issues, requests for resources, EEO concerns, etc.) (5%)
  • Serves as a liaison between offices within and outside of Rail Services to ensure expeditious resolution to issues and provides necessary resources to appropriate customers (15%)
  • Plans and runs AGM RAIL staff meetings (5%)
