Consider joining the Alexandria Police Department as a System Programmer Specialist, playing an integral role in the Police Department’s Technology, Data and Analysis Division.

The Alexandria Police Department is seeking a highly qualified System Programmer Specialist to provide lead supervision to a small team of support engineers. The System Programmer Specialist performs technical work configuring, managing, and troubleshooting Microsoft server, desktop, and software products. They are responsible for configuration/imaging/deployments, endpoint management and security, business continuity, and issue resolution. Microsoft Endpoint Configuration Manager (MEMCM) and related components, Microsoft Active Directory and Group Policy, and Failover Clusters are major responsibilities. The System Programmer Specialist also plays a key role in technical aspects of new technology initiatives as well as upgrades to existing systems. They work under general supervision of the System Operations Commander who has a department-wide responsibility for information technology systems.

The ideal candidate should have good knowledge in the theory and practice of information systems and computer networking to include experience with supporting Windows servers, desktops, and software. The ideal candidate will have experience leading and managing staff. The ideal candidate will have experience in a public safety environment. The ideal candidate will be able to resolve issues effectively and efficiently, meet deadlines, and manage competing demands. The ideal candidate will be able to communicate effectively, both verbally and in writing, with others using non-technical language to explain complex technical subjects when necessary.

The Opportunity - Examples of Work
  • Provides lead supervision and guidance to a small team of support engineers
  • Maintains Windows server and workstation hardware and software and leads the planning and deployment of desktops/laptops for the Police Department
  • Administers Active Directory organizational unit and file share security for the Police Department; manages and administers Advanced Group Policy Management
  • Administers MEMCM for automated provisioning, configuration management, and software updates
  • Advanced troubleshooting of IT systems and network connectivity - diagnoses issues and consults with other City departments and vendors, when necessary, to resolve problems
  • Ensures business continuity and disaster recovery using Windows and SQL clusters
  • Coordinates and collaborates with the City’s information technology staff to resolve problems, adhere to best practices, and meet organizational objectives
  • Maintains policies, procedures, and regulatory compliance through work practices and audits; determines the impact of existing system standards and procedures on planned installations of new systems
  • Performs requirements analysis for development or enhancement of new and existing computer applications and programs
  • Keeps abreast of the latest developments in computer systems technology
  • Performs related work as required.

Minimum & Additional Requirements

Completion of college-level courses in computer science, business administration, or a related field; one year of experience in performing systems programming work or performing equivalent work in a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

  • Bachelor’s degree in Information System, Computer Science, or a related discipline
  • Broad knowledge of Microsoft server, desktop, and software products
  • Experience working with technology in a public safety environment
  • Experience leading, managing, and supervising a team of support engineers
  • Experience implementing new business related software systems
  • Knowledge of information security best practices aligned with system administration
  • Technical knowledge and experience working with the following:
    1. VMWare virtualization
    2. Microsoft Active Directly and Group Policy
    3. MEMCM architecture and design
    4. MEMCM configuration and maintenance
    5. MEMCM deployments, application deployment, and endpoint management
    6. Microsoft Modern Device Management
    7. Image deployment
    8. PowerShell scripting
    9. Programming languages such as C, SQL, R, Visual Basic and Python
    10. Failover Cluster Manager
    11. SQL AlwaysOn
