This National Guard position is for a Supervisory Logistics Management Specialist (Title 32), Position Description Number D2517000 and is part of the VA 203 CEH SQ, National Guard.

Responsibilities

As a Supervisory Logistics Management Specialist GS-0346-12, you will perform the below duties:
1. Provides oversight for squadron plans, goals and standards for war readiness and overall logistical support of the squadron. Provides technical expertise and guidance to the development of program goals, plans, policies, and procedures dealing with the development of squadron strategic visions. Evaluates overall logistics process effectiveness, and modifies logistics strategic planning. Plans and develops property and fiscal programs and procedures consistent with established policies and directives, including asset acquisition, distribution, accountability, fiscal programming, fund allocation and economic analysis. Evaluates proposals for the application of resources to ensure such proposals are sound in concept, fully and accurately priced, contribute measurably to increased primary mission effectiveness, are higher in priority than competing activities from which the resources must be drawn, identify specific activities to be reduced to provide the assets required, and show a measurable net benefit.
2. Directs Squadron logistical activities to ensure overall objectives and program goals are met. Analyzes the primary mission, and any special mission programs or projects directed by the commander to determine alignment of logistical support required. Reviews logistical support management reports and effects coordination with subordinates to eliminate problems and ensure overall support effectiveness.
3. Serves as and manages the squadron resource advisor. Ensures squadron fiscal programs are developed and implemented which accurately forecast and control allocation of resources in areas of TDY, supplies, equipment, ground fuel, equipment maintenance, contract services, communications, etc., according to established policies and projected schedules. Represents squadron in Financial Working Group and makes recommendations to the Financial Management Board on issues of budget and funds execution.
4. Renders staff supervision over squadron deployment program. Provides logistical guidance and ensures squadron deployment operating procedures are included in host base deployment plan. Also ensures squadron deployment training and exercise programs are established and conducted periodically. Monitors the squadron's posture as reported in the Air Force Input Tool (AFIT): compiles and analyzes data from the ARIS PR system which determines the availability of material, manpower, and training requirements to support wartime mission; determines trends in support areas which affect squadron's capability to perform its wartime mission. Provides administrative guidance and logistical management support to vehicle maintenance activity and medical services area. As a representative of the commander, works closely with host and tenant units for the purpose of reviewing and evaluating squadron resource/logistics support programs to include initiating and negotiating host-tenant support agreements and intra-service support agreements, and other programs for which responsible. Oversee Defense Readiness Reporting System (DRRS) program which assesses Mission Essential Tasks (MET's) assigned to unit for wartime implementation. Oversee the Aerospace Readiness Training (ART) program which shows unit numbers and percentage for mobilization during a war by UTC.
5. Exercises direct supervision over subordinate personnel. Establishes, revises, or reviews policies, procedures, mission objectives, and organizational design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response with regulatory compliance and/or customer requirements.
6. Recommends and participates in the selection of functional supervisors. Approves leave and work schedules. Sets performance standards and conducts formal and informal appraisals of individual and flight performance. Reviews and evaluates performance indicators. Reviews training requirements, directs accomplishment of the training, and evaluates results. Counsels employees regarding problems and complaints. Resolves informal complaints through discussion and negotiation with employees, supervisors and union representatives, and mediates problems between subordinate flights.
7. Advises the Commander on squadron related issues. The incumbent may represent the Squadron Commander at senior staff meetings, conferences, etc. (5%)
8. May be called upon to perform additional duties in support of various programs at the Wing/Group level.
9. Manages the Security Forces/CATM (Anti-Terrorism Office and scheduling ranges) for the squadron local IAW local and wing directives for local plans for deployment. Coordinates unit activities for Emergency Management shelter in place and all hazards plan IAW 10-2.
10. Performs other related duties as assigned.

Qualifications

WHO CAN APPLY:
GROUP I - All qualified Male/Female Commissioned Officers (O2/1st Lt - O4/Maj) currently employed (permanent) in the Virginia Air National Guard Military Technician Program.
GROUP II - All qualified Virginia Air National Guard Male/Female Commissioned Officers (O2/1st Lt - O4/Maj), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Air National Guard.

Military Grades: Commissioned Officer (O2/1st Lt - O4/Maj)

GENERAL EXPERIENCE : Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Do you have at least 36 months of specialized experience, equivalent to at least the GS11 level, or equivalent pay band in other pay systems in the Federal government? This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

1. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.
2. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.
3. Experience identifying delays or problems and developing corrective actions.
4. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
5. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

If you are using Education to qualify for this position, Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
