Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

This position is located in the Air Traffic Organization (ATO), System Operations Services, Office of Performance Analysis, System Data & Infrastructure Group, AJR-G200. This Group is responsible for integrating National Airspace System (NAS) flight, weather, facility, and other reference data to generate information and reports that provide the Air Traffic Management community insight into the performance of the NAS.

Uses knowledge of IT principles, methods, and technologies in system lifecycle and data management to manage systems that extract, transform, load, and curate National Airspace System (NAS) data.

Performs multiple, varying, complex assignments under the direction of the team or program manager. This work is critical to the safety and efficiency of the NAS.

System Architecture: Applies knowledge of system architecture patterns and methodologies to align the architectural solution with functional requirements, integrate multiple applications, and to assure data quality.

Evaluates and utilizes government cloud environments, enterprise-level services, and Big Data platforms, to make assessments of data acquisition, migration of existing systems, and the implementation strategies.

Coordinates with multiple Agency information technology stakeholders to design practical, supportable, and efficient solutions.

Applies knowledge of Agile, rapid software development utilizing DevSecOps and Continuous Integration/Continuous Delivery methods.

Project Management : As a project team member assigned to specific activities within the data warehouse, Applies knowledge of program/project management principles to support the planning, execution, and monitoring of projects.

Tracks milestones and deliverables, conducts risk mitigation, reports on project status, and supports the procurement process.

Data Management : Applies knowledge of data modeling, management frameworks, and governance to support large-scale database management systems throughout the full system lifecycle development to enable data science, visualization, and operational analysis.

Demonstrates ability to design, optimize and administer databases to process high-volume, high-velocity streaming datasets such as flight plans, trajectories, airspace, weather, traffic management, and operational performance metrics.

Develops extract, transform, and load processes, and data integration solutions, applying data stream management technologies such as Apache NiFi and Kafka.

Supports the baseline data architecture and develops data models for the integration of new data elements and interfaces with enterprise-level services.

Data Quality : Demonstrates ability to profile geospatial and operational data, such as Traffic Flow Management System (TFMS), Aviation System Performance Metrics (ASPM), Operations Network (OPSNET), National Traffic Management Log (NTML), and/or NAS Data Warehouse (NDW), and aligns these data assets to operational needs.

Applies skills using analytical techniques, data mining, and software, such as R, Python, full-stack JavaScript, and SQL to analyze data quality within large-scale database management systems such as Oracle or PostgreSQL.

Monitors the data quality baseline and develops metrics on the availability and accuracy of data for proactive data quality improvement.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience at the Next Lower Level (FV-H)

--Experience planning, designing, implementing, and optimizing large-scale (millions of records per day and multiple terabytes of data) database management systems (Oracle or PostgreSQL).

--Experience using analytical techniques, data mining, and software, including but not limited to R, Python, full-stack JavaScript, and SQL, to analyze data quality within large-scale database management systems such as Oracle or PostgreSQL.

This is a Level 1 (Low Risk) position requires favorable adjudication of a National Agency Check and Inquiries (NACI) background investigation prior to appointment.
