This position is part of the Office of the Chief Financial Officer, Department Of Energy, located in Germantown, MD. Serve as an IT Specialist (Application Software), ensuring sound & effective IT project management in the development, operations,& maintenance of Department-wide, complex, integrated, corporate business systems.

Responsibilities

As a Information Technology Specialist (Applications Software), you will:
  • Serves as the agency authority directing, managing and coordinating Corporate Information Systems (CIS) IT projects involving all aspects of project management including: feasibility studies, assessment of management information needs, business cases, project planning, cost estimates, system requirements analyses, general and conceptual design, hardware/software configuration and selection, preparation of system documentation, programming and testing, implementation, evaluation, and ongoing operational support measures.
  • Manages several organization and/or enterprise-level IT projects simultaneously, utilizing the principles and practices of system development and operations.
  • Lead special, organization and enterprise-level projects on crosscutting financial, management, and policy issues involving CIS systems.
  • Performs analyses and studies to resolve complex and difficult system problems.
  • Directs, manages, and coordinates activities to enable system inoperability and information sharing to augment data driven decision making across DOE enterprise.
  • Leads and participates on various CIS configuration control boards for determining changes and enhancements to existing applications and/or systems.
  • Manages and/or coordinates IT audit readiness activities, ensuring appropriate controls are in place, and develops/coordinates management responses and corrective action plans in
    response to IT audit findings.
  • Modifies IT systems to maintain compliance with legislation, regulations, directives, and other guidance on current and future CIS programs.

Qualifications

BASIC REQUIREMENTS :

SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
  • Manage Information Technology projects involving feasibility studies, assessment of management information needs, business cases, project planning, cost estimates, system requirements analyses, general and conceptual design, hardware/software configuration and selection, preparation of system documentation, programming and testing, implementation.
  • Analyze multiple-system feasibility in order to and verify the functionality of information technology systems and/or programs including hardware, software, communication systems, and networks.
  • Evaluate project and program progress and performance; in order to maintain information technology systems compliance within the organization.
The OPM Group Qualification Standard for this position is: Information Technology Management Series, 2210 (Alternative A)
