Responsibilities

THIS IS AN OPEN CONTINUOUS (STANDING REGISTER) ANNOUNCEMENT WITH ESTABLISHED CUTOFF DATES. APPLICATIONS WILL BE REFERRED BASED ON RECEIPT OF APPLICATION AND ESTABLISHED CUTOFF DATES AS FOLLOWS:

As an Administrative Support Specialist at the GS-0301-9/11/12, some of your typical work assignments may include:

Duties listed are at the GS-12 level;
  • Research, interpret and implement new or revised travel directives, policies, and business rules. Coordinates travel plans, airline reservations, lodging accommodations, rental cars or General Services Administration (GSA) vehicles, and other travel-related needs. Coordination may be between travel agencies, ODA HQ and the Centers as well as before and during large disaster operations, training sessions, conferences, and other large-scale or sensitive operations.
  • Reviews in detail travel documents for compliance and correctness and assists employees with resolutions when conflicting or ambiguous issues are present. Ensures that appropriate travel authorization forms are generated, and travel funds are committed, and unused funds are released back into the operating fund. Generates various reports used for compiling specific data, analyzing and monitoring financial data, and determining conditions affecting travel data.
  • Reviews account activity for proper usage of the travel card to ensure charges are for official business travel. Provides advice and assistance to travelers regarding per diem and lodging rates, ensuring flight procurement costs are within the government rate limit, the rental car and truck program is in compliance, travel is advantageousness to the U.S. government, and reviews substantiating documents and vouchers for legality, propriety, completeness, and compliance with the Federal travel regulations and local business rules.
  • Ensures travel expenditures are accurately tracked and all travel related issues regarding the processing of travel vouchers are resolved. Reviews unusual travel vouchers and audits travel voucher files for accuracy and adherence to SBA and Federal policies and assures
    timely submission to Denver Finance Center for payment. Reviews vouchers to validate the claims are proper and the required documentation is attached. Analyze all information and independently resolve situations regarding voucher payments for travel claims.
  • Identifies, processes, and monitors travel records having a balance due to the government and provides due process notifications to the traveler. Provides advice and assistance to travelers on how to make payments or process a waiver/appeal. Assists customers in the resolution of problems pertaining to various travel program requirements. Monitors all travel debts utilizing debt management reports.
ASC is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation.

Requirements

Conditions of Employment

  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • Credit score must be at least 500.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

You may qualify based on experience, education or a combination of both.


Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer or that experience will not be credited for meeting the specialized experience requirement.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in positions such as Credit Analyst, Credit Underwriter, Mortgage Underwriter, Loan Officer, Loan Processor, Mortgage Loan Originator, etc. It may also have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Manages and/or coordinates various aspects of business travel, such as flight, hotel, and ground transportation using web-based travel systems;
  • Assist with tracking and monitoring credit cards issued to customers; AND
  • Reviews/examines travel vouchers for compliance with travel rules and regulations.
GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in positions such as Credit Analyst, Credit Underwriter, Mortgage Underwriter, Loan Officer, Loan Processor, Mortgage Loan Originator, etc. It may also have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Manages and/or coordinates various aspects of business travel, such as arranging flights, hotels, and ground transportation using web-based travel systems;
  • Tracks and monitors government credit cards issued to employees;
  • Reviews/examines travel vouchers for compliance with travel rules and regulations; AND
  • Communicates effectively both orally and in writing with internal and external customers.
GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in positions such as Credit Analyst, Credit Underwriter, Mortgage Underwriter, Loan Officer, Loan Processor, Mortgage Loan Originator, etc. It may also have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Manages and/or coordinates various aspects of business travel, including flights, hotels, and ground transportation using web-based travel systems;
  • Tracks and monitors government credit cards issued to employees;
  • Reviews/examines travel vouchers for compliance with travel rules and regulations.
  • Communicates effectively both orally and in writing with internal and external customers; AND
  • Researches administrative issues/problems related to travel and provides findings and/or recommendations to management.
In addition to the specialized experience above the GS-09, GS-11 and GS-12 level, applicants must indicate proficiency in Microsoft Excel sufficient to create spreadsheets with mathematical calculations.
