As Deputy Inspector General (DIG), you will fully support the Inspector General, in the oversight of the conduct and supervision of audits and investigations concerning the programs and operations of the U.S. Nuclear Regulatory Commission (NRC) and the Defense Nuclear Facilities Safety Board (Board). You will be responsible for the oversight and management of all administrative and planning activities necessary to support the programmatic mission of the Office of the Inspector General.

The ideal candidate will possess significant leadership and management experience in an oversight function, and will possess superior interpersonal and communication skills to ensure effective leadership of OIG staff, and productivity of the organization. The ideal candidate will possess extraordinary organizational vision, and be an effective change agent, who optimizes a work environment that rewards initiative, creative thinking and problem solving. The ideal candidate will be deft at acquiring and administering human capital, and financial, material and information resources. The Deputy Inspector General should also possess outstanding writing and editing abilities, to ensure high quality, accurate, audit and investigative deliverables that reflect appropriate substance, and should be proficient in liaison with external stakeholders, Congress, and senior leadership of the NRC, DNFSB and other federal agencies.

Key duties and responsibilities are as follows:
  • Reporting directly to the Inspector General, this role serves effectively as a Chief Operating Officer of the organization, providing executive leadership of the day-to-day operations of the organization, overseeing the work of supervising subordinate managers, and a diverse, engaged workforce of auditors, investigators, and support staff, who conduct audits and investigations of sensitive programs that have a direct impact on national programs and policies.
  • Serves as the OIG's subject matter expert on all matters related to program activities, participates as a member of the Inspector General's Senior Staff, and makes meaningful contributions to core decisions about OIG policy.
  • Responsible for the coordination and recommendation of policies for activities designed to promote economy and efficiency in the administration of, and to prevent and detect fraud, waste, and abuse or criminal activity, in the NRC and Board programs and operations.
  • Evaluates OIG program performance to provide guidance concerning the conduct of performance, financial, and contract audits; in addition to the conduct of investigations involving the integrity of agency programs and operations, allegations of fraud, waste and abuse, and violations of law or misconduct by agency employees and contractors at the NRC and DNFSB.
  • Assesses existing and proposed legislation and regulations involving the Commission/Board; makes recommendations about their impact on the economy and efficiency of administering programs and operations managed or financed by the Commission/Board.
  • Recommends and develops policies; conducts, supervises, or coordinates relationships among and between the Commission/Board Members, and Commission/Board Senior Leadership, and other federal, state, and local government agencies, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Congress, and non-governmental entities, with respect to promoting economy and efficiency, preventing and detecting fraud, waste, and abuse; and identifying and prosecuting participants in such activities against the NRC/DNFSB or their funded programs.
  • Assists the Inspector General, the Chairman, and other managers of the Commission/Board and their Senior Leadership by furnishing information, analyses, appraisals, reports and recommendations concerning the effectiveness and efficiency of agency policies and programs, and of the organization and management of the Commission/Board in achieving policy and management objectives. Keeps these groups informed about problems and deficiencies involving the administration of the programs and operations of the Commission/Board, and the necessity for corrective action.
  • Supervises all administrative and planning activities necessary to support the programmatic mission of the OIG including the formulation, presentation and execution of the OIG budget; establishing and maintaining performance metrics and related reporting; management of the office's independent personnel program; coordination of all intermediate and long range planning activities and tracking resources expenditure against established goals; preparation of the OIG's Semiannual report to Congress, and all other administrative matters such as information systems, security, space management, property, contracting and small purchases, and document retention and control, including the Freedom of Information Act (FOIA).

Highly desired qualified candidates will have served for at least 5 to 10 years in a supervisory/management position at or above the federal GS-15 level or its equivalent with state or local government, private sector, or nongovernmental organizations. However, GS-14 applicants may apply if you possess comparable qualities and management experience.

Your application must clearly reflect specialized experience in a managerial capacity with responsibility for providing managerial and supervisory direction to a diverse federal, state, or local government agency/organization, preferably responsible for conducting audits and/or investigations designed to prevent and detect fraud, waste, abuse and misconduct, and that promote economy, efficiency, and effectiveness in the administration of programs and operations on a national level.

Successful candidates will possess significant experience in the law enforcement and/or audit communities, or both, and preferably have worked at least 10 years managing seasoned, experienced, law enforcement, legal, and/or auditing professionals in an Office of the Inspector General at the local, state, or federal level. This experience must demonstrate sophisticated analytical skills, superior written and oral communications skills, good judgement, conflict resolution, impeccable ethics, and experience in interacting with government and non-government officials.

As a basic requirement for entry into the SES, your application must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the duties of this position and the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed within the announcement. PROFESSIONAL TECHNICAL QUALIFICATIONS: All applicants must submit online written statements (narrative only) of accomplishments that would satisfy the following PTQs. You must address each PTQ separately. Please limit your statements to no more than two pages per PTQ.
  • PTQ1 - Demonstrated experience in applying sound management practices, sound judgment, impeccable ethics, strong intellect, and sound interpersonal skills to: the investigative and auditing programs within the Office of the Inspector General; interactions among and between the senior leadership of the NRC and the DNFSB; interactions with Congressional members and staff, and to the day-to-day operations of the OIG. Overall extensive experience in directing and administering sound practices within a complex organization.
  • PTQ2 - Demonstrated experience employing assertive, diplomatic, and appropriate management and conflict resolution techniques, in concert with, and upon the advice of, Human Resources and Legal/General Counsel personnel, to empower employees to do their best work for the organization, to promote a diverse and inclusive workplace, and to address and eliminate inter-personal conflict and related issues arising among and/or between OIG staff, and/or external stakeholders
  • PTQ3 - Expert knowledge and experience applying laws applicable to federal law enforcement investigations, Equal Employment Opportunity Commission issues, Merit Systems Protection Board issues, Office of Special Counsel issues, federal funds and/or property, Comptroller General decisions, regulations of the Office of Management and Budget (OMB), Office of Personnel Management (OPM), the Treasury Department, and the Government Accountability Office (GAO).
  • PTQ4 - Demonstrated thorough knowledge of, and expertise in applying and interpreting the Inspector General Act of 1978, as amended, and the Inspector General Empowerment Act of 2016, as it applies to the powers of the Inspector General.
  • PTQ5 - Superior communication, writing and editing abilities, with experience producing timely, complex written work products on a variety of topics under strict deadlines, to include performance, management, and financial audit issues, federal law enforcement investigations, budgetary issues, and documents concerning relationships with Congress, public interest groups, and external stakeholders.

The NRC OIG utilizes Criterion A method to submit candidates to the Office of Personnel Management (OPM) for the Qualification Review Board (QRB) process. Therefore, all applicants should use the Challenge-Context-Action-Result (CCAR) Model addressing their ECQs for this position. No more than two examples of relevant experience should be used per ECQ to demonstrate your experience.
