Summary

This position is located in the Department of Health And Human Services, Office of the Secretary of Health and Human Services, Biomedical Advanced Research and Development Authority's (BARDA) Division of Contract Management and Acquisitions (CMA), located in Washington, District of Columbia.

We are seeking Contract Specialists to provide acquisition support within high-performing, innovative contracting teams.

Responsibilities

  • Responsible for pre- and post-award contract functions including negotiation, cost/price analysis, and administration of contracts for research and development services and supplies.
  • Serves as Contract Specialist point of contact and lead business authority for both financial assistance and contract issues.
  • Procures and administers cost reimbursement contracts to include, Cost Sharing and Cost-Plus-Fixed-Fee contract types, major complex multi-million dollar research and development contracts.
  • Provides interpretation of contract provisions for contractor program officials and performs close out activities on completed contract issues and notice of termination for convenience or default.
  • Develops strategic plans with program officials to effectively and efficiently provide financial assistance management and contract management support.
  • Prepares, coordinates and maintains current acquisition plans, appropriate milestone charts and related schedules. Prepares necessary documentation and correspondence.
  • Performs cost/price analysis, including review of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives or policies.
  • Awards contracts within designated limits or recommends award to the contracting officer.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below for the GS-1102-11 and GS-1102-12 positions.

Basic Requirement: You must meet one of the items listed below (A or B):
A. Possess a 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must submit transcripts.)
OR
B. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. (Must submit SF-50 or multiple SF-50 to meet the exception from January 1, 2000) This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

Minimum Qualifications:
GS-11: You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service that includes utilizing contracting methods to plan and carry out pre-award and/or post award procurement actions and evaluating responses to solicitations for price reasonableness.

OR 3 full years of progressively higher level graduate education leading to a Ph.D. or Ph.D or equivalent doctoral degree; or a combination of the required experience and education for this grade level.

OR

GS-12: You must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service that includes the following:
  • Utilizing contracting principles and procedures applicable to pre-award and/or post award actions to procure and/or administer contracts;
  • Applying acquisition, contract and procurement regulations to prepare solicitation; and
  • Evaluating responses to solicitations for price reasonableness.
OR

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below for the GS-1102-13 position.

Basic Requirement: You must meet A or B requirements as listed below:

A. Possess at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND Possess a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You must provide transcript.)

OR

B. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. (Must submit SF-50 or multiple SF-50 to meet the exception from January 1, 2000) This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.

AND

Specialized Experience: GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service that include the following:
  • Utilizing contract administration policy and/or procedures to administer contracts;
  • Monitoring the performance of contractors and subcontractors;
  • Evaluating responses to solicitations for price reasonableness; and
  • Negotiating proposals, agreements and/or pricing arrangements.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
