Summary
The U.S. Department of Commerce's Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA). These positions are located in our Regional Office or across their region.

Qualifications
Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.
To qualify for the GS-13 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-12. Specialized experience is overseeing the support for coal communities, including but not limited to: working closely with the outreach and regional teams to create a strategy and system to build awareness, educate and provide technical assistance to potential applicants, particularly those from coal communities.

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

Responsibilities
- Announcing awardees for the various grants that will impact coal communities, as well as appropriately notifying all applicants of their status, including informing relevant stakeholders (e.g., Congress, other federal agencies);
- Developing metrics to track and monitor the effectiveness of the ARPA programs on coal communities.
- Work closely with a cross-functional team of superiors, peers and indirect reports to effectively deliver results.
- Providing technical assistance to applicants and awardees in coal communities to help set them up for success.
- Developing processes and reporting to monitor awardee progress against set goals and milestones.
- Building and maintaining relationships with key stakeholders relevant to coal communities to ensure they are appropriately engaged.
