Summary

This position is located in the Ethics and Management Analysis Branch (EMAB), Office of Resource Management (ORM), National Institute on Alcohol Abuse and Alcoholism (NIAAA). The EMAB is responsible for administering the annual public and confidential financial disclosure process, providing ethics advice and analysis to managers, supervisors, and employees, and organizing for employee awareness, training, compliance relative to ethics matters associated with NIAAA's Ethics Program.

Responsibilities

  • Provide assistance and support to the Director, EMAB, on the various elements of the NIAAA Ethics Program.
  • Review and identify unclear or undefined policies and meets with appropriate individuals to discuss and formulate proposed policy.
  • Provide advice and counsel to managers, supervisors, and individual employees on the statutes and regulation governing conflicts of interest, representational activities, salary supplementation, post-employment restrictions, political activity, and related ethic issues.
  • Develop and implement an education and training program regarding ethics, political activity, and related topics.
  • Provide management, coordination, and support for special projects delegated to the EMAB.
  • Review Special Government Employee packages for Deputy Ethics Counselor certification, create recusals and waivers, and work with the Office of General Counsel on waiver compliance.
  • Analyze NIAAA protocols for conflicts, seek updated financial interests as needed, and route to the appropriate individuals.

Qualifications

You qualify at the GS-11 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees on the application of ethics statutes, regulations and policies; monitoring the financial disclosure process including who would file, notifying employees, and reviewing financial disclosure forms; and presenting reports on ethics considerations to management officials; OR

B. Completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. Education must be related to the position to be qualifying; OR

C. A combination of education and specialized experience that meets the qualification requirements for this position.

You qualify at the GS-12 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS- 11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, recusals, and gift exceptions; reviewing confidential and public financial disclosure reports or prohibited holdings reports; providing advice on possible conflict of interest violations and making corrective action recommendations; and designing ethics training courses and materials.

You qualify at the GS-13 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS- 12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: interpreting and applying ethics statutes, regulations, and policies; conducting conflict of interest reviews, including financial disclosure, outside activities, official duty activities, recusals, and gift exceptions; providing advice on possible conflict of interest violations; develops, recommends, and implements immediate and long-term program plans for an Ethics program; developing and implementing ethics-related training programs.
