Summary

Due to the Pandemic and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is determined by state and Federal officials that employees are allowed to report to the workplace where this position is located, on a regular basis.

Responsibilities

Incumbent initiates, diverts, and terminates flight operations. Exercises operational control through flight release and flight locating. Resolves conflicts with airman qualifications or aircraft airworthiness. Verifies crewmembers have met crew rest requirements. Reviews the Pilot in Command's (PIC) briefing against current weather, airport conditions, itinerary, crew and aircraft assignment. Verifies the planned flight and duty day limits are not exceeded. Concurs with the PIC that the flight may be conducted safely. Issues flight releases. Transmits the final load manifest back to the PIC before departure. Monitors flight progress to include departure, en route, destination, and alternate weather and Notice to Airmen (NOTAMs) which may impact flight safety or mission accomplishment. Accurately and in a timely manner, releases and arrives aircraft by capturing the required information in the appropriate computer-based information system(s). Develops flight plans and calculates weight and balance as the situation dictates. Analyzes and interprets aircraft maintenance discrepancies, inspection requirements, due dates, Minimum Equipment Lists, and Dispatch Deviation Guides. Analyzes and interprets flight inspection itineraries, taskings, and daily flight logs. Supports missions in execution by providing the flight crew assistance when requested. Maintains computer and web-based applications that depict Flight Program Operations' common operating picture. Reads and maintains read files, operation's bulletins, pass down logs or equivalent informational products designed to communicate operational informational needed to perform duties. Provides the oncoming watch officer/dispatcher a shift change debrief of previous shift activity and expected activity during next shift. Provides on-the-job training to new hires performing the same function. Conducts quality control reviews of data gathered and submitted into information systems used during the execution of duties. Maintains watch officer/dispatcher shift scheduling application.

The incumbent, provides 24/7/365 operations center-type support to Flight Program Operations, the JATOC Air Watch Officer, and the ATCSCC National Operations Manager. Answers the Flight Program Operations Control Center central telephone number(s) and provides customer support as needed. Represents Flight Program Operations' interests by acting as a liaison between Flight Program Operations, the JATOC, and the ATCSCC. Executes normal, abnormal, and emergency checklists in response to NAS incidents. Arranges bridge communication between senior officials, to facilitate the exchange of pertinent information for decision making and based on crisis or event. Participates in Testing, Training, and Exercises hosted by the JATOC and/or Flight Program Operations. Provides Flight Program Operations' status briefings to the JATOC Air Watch Officer and ATCSCC National Operations Manager.

Gathers and presents Flight Program Operations' metrics in a format required by management. Maintains office library of frequently referenced publications.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

To qualify for the position at the GS/FG 11 (FV-G) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to GS/FG 9 (FV-F) level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SPECIALIZED EXPERIENCE may include but not limited to: experience exercising responsibility with the Pilot in Command in the operational control of a civil aircraft; experience preparing flight plans, interpreting weather reports, NOTAMS, calculating aircraft weight and balance and other information required for the safe completion of flight; experience monitoring flight progress to include departure, en route, destination, and alternate weather and Notice to Airmen (NOTAMs) which may impact flight safety.

OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree.

OR

LL.M. (if related)

OR

Combination of qualifying education and experience equivalent to the amount required.
