Responsibilities

In 2020, the USGS established the Eastern Ecological Science Center, a multi-location science center that includes major facilities in MD, MA, WV. The EESC is a combine of the former USGS Patuxent Wildlife Research Center and Leetown Science Center. The science center is responsible for implementing research and monitoring that improve the Department of Interior's understanding and management of the nation's natural resources. The center's research program includes approximately 150 scientific and science support personnel distributed across all three site locations and employees in other locations. A new Partner and Employee Engagement Team was established as part of the combined center's re-organization to place emphasis on the importance of being responsive to partner needs and a highly engaged workforce.

As a SUPERVISORY FISH AND WILDLIFE ADMINISTRATOR within the EASTERN ECOLOGICAL SCIENCE CENTER, some of your specific duties will include:
  • Provide leadership and operational guidance on the center's Partner and Employee Engagement Program, both internally and externally, to the Center Director and the center's management team to maintain and expand effective partner and employee relations.
  • Lead, manage and supervise 5-7 Partner and Emplyee Engagement program staff, including the USGS partner liaison to the US Fish and Wildlife Service National Conservation Training Center, which includes day-t-day activities, performance plan development and management, individual development plans, training, time and attendance, and other approvals consistent with DOI, USGS and center policies.
  • Clearly define problems, challenges and opportunities and establish intermediate and long-range strategies to establish a high performing partner and employee engagement program, maintain cutting-edge partner and employee engagement strategies, and contribute essential information to ensure the center's science project investments are strongly aligned with critical science needs of DOI and partners, and demonstrates impact on partner needs.
  • Organize meetings with local, regional, national and international partners and stakeholders to gain an increased understanding for how the center's research activities and products can improve responsiveness, and establish high level of relationship trust.
  • Respond to difficult internal and external inquiries in a professional and timely manner that fosters effective partner and employee relations.

    Qualifications

    BASIC REQUIREMENT: Applicants must meet A or B or C below to satisfy the basic requirement for Fish and Wildlife Administrator, all grade levels.

    A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    B. Combination of education and experience - Courses equivalent to a major or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

    C. Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

    For GS-13 :

    In addition to the basic education requirement as stated above, applicants must have one year of appropriate professional and scientific experience in administering, directing, or exercising administrative and technical control over programs, regulatory activities, projects, or operations which are concerned with the conservation and management of fishery resources, wildlife resources, or fish and wildlife resources that is equivalent to at least the GS-12 level in the Federal service.

    Examples of GS-12 level work may include: Experience directing or exercising administrative oversight of a team of natural resource scientists and/or communication specialists focused on effective engagement with internal organizational team members and external partner/stakeholders to support conservation of fish and wildlife resources that encompass a State or a region of several states involving aspects of program planning and execution whose activities directly and significantly impact a wide range of organizational activities or the work of other organizations.
