Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries, Marketplace Appeals Group (MAG), Division of Technology and Operations (DTO).

As a Information Technology Specialist, GS-2210-13, you will address MAG interests in information systems and related business architecture, information system security, privacy, business and operational data resources development.

Responsibilities

  • Make recommendations on how new application development concepts, techniques and tools could be applied to modernize IT systems
  • Identify technical deficiencies and collaborate with agency SMEs and external stakeholders to develop plans for addressing system failures.
  • Perform needs analyses to define opportunities for new or improved business process solutions; consulting with customers to identify and specify requirements
  • Develop presentations on project status and technical issues pertinent to project and prepare other project related documentation such as project plans, schedules, budget documents, and statements of work.
  • Analyze issues and define the enterprise architectural application development standards to be used in new and modernized IT applications.

Qualifications

In order to qualify for the GS-13
, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

(1) Providing IT program oversight to evaluate performance and mitigate risks;
(2) Evaluating performance metrics to make improvements or recommendations to leadership; AND
(3) Implementing IT projects plans related to system designs or updates.

AND

You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientiously attends to detail.
2. Customer Service - Works with clients and customers (that is, any individual who uses or receives the services or products that your work or unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues; and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
