Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division. The Human Capital Branch within the Management and Operations Division is seeking a Human Capital Specialist for a detail assignment focused on human capital.

Responsibilities

*Note: This is a non-reimbursable Detail assignment - Minimum 6 months - Maximum (1) year.

This detail is an opportunity for an individual to create a high-level learning and development framework to meet the needs of the institution. Through this detail, the incumbent will have the opportunity to meet competencies within the Leading Change, Building Coalitions, and Results Driven ECQs and use industry standard evaluation methodologies such as the Kirkpatrick Scale for Learning and Development programs at OMB. Additionally, the incumbent will be responsible for working with the Human Capital Team, Learning and Development Advisory Committee, and other stakeholders to create a proficiency-based core-curriculum for divisions and the specific roles/positions within OMB.

An ideal candidate is one that has strong policy writing and data analytics experience and significant experience providing expert advisory and consultative services to staff, managers and supervisors regarding employee learning and development.

As a Detailee Human Capital Specialist (Acting Chief Learning Officer), the incumbent will ensure program management for a variety of internal and external learning and development programs encompassing leadership, mentoring, coaching, diversity and academic studies.

The Detailee would be actively involved in developing and tracking timelines, requirements and processes for such programs as well as engaging in outreach to agency partners both internal and external. OMBs high participation rates in the wide-array of Learning and Development (L&D) activities are a true testament to the culture of continuous learning at OMB. It is the role of the incumbent to continue and improve how learning and development is delivered at OMB. To that end, the incumbent will actively lead projects, tasks, and relating to:
  • L&D Communications- Create high-impact and streamlined Learning and Development communications through dissemination of monthly agency-wide newsletters, targeted welcome emails to new onboards, and incorporation of employee engagement topics in senior leadership meetings.
  • Federal Employee Viewpoint Survey (FEVS)- Implement a communication plan that encourages survey participation while highlighting agency accomplishments; prepare data reconciliation in collaboration with OPM, OA, and MOD to finalize the FEVS organization roster and employee listing; engage in data analysis to determine OMB-wide trends and to create office-specific FEVS reports; craft presentations and talking points for communicating FEVS results to different stakeholders including senior leadership, the Organizational Excellence Board, and office supervisors/teams throughout OMB.
  • OMB Training Portal - Partner with the Management and Operation Division's IT team to establish and implement the strategic direction of a centralized electronic system that automates the SF-182 training request process for external training.
  • OMB Leadership Library - Update the leadership library with professional development resources focused on leadership skills, negotiation strategies, emotional well-being, and other target areas identified via the most recent training needs assessment.
  • Employee Resource Groups (ERGs) - Provide ongoing administrative and strategic support to the organization's various employee driven groups that cultivate a supportive, welcoming, and inclusive work environment at OMB.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

BASIC REQUIREMENTS: Must be a current Federal Government Employee.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
