Summary

This position is located in the Bureau of Administration, Office of the Executive Director, Procurement and Administrative Services Division (A/EX/PAS), within the Department of State. The incumbent receives progressively more responsible assignments to include the analysis and evaluation of acquisition policies, procedures, and guidelines; providing advice during the development, preparation and submission of procurement plans; and serving as a Contracting Officer's Representative (COR).

Responsibilities

  • Provides guidance and advice to the Bureaus of Administration and IRM or program managers engaged in procurement activities and reviews assigned contracting actions.
  • Serves as a business advisor to Bureau operating officials on procurement planning, programming, policies, objectives, methods and requirements. Assists in providing advice during the development, preparation and submission of procurement plans.
  • Serves as a Contracting Officer's Representative (COR). Conducts COR audit reviews. Serves as a Government Purchase Cardholder. Conducts Purchase Cards annual reviews, as well as audits and reviews of the A and IRM Bureaus' Purchase Card Programs.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-09 grade level must meet one of the following requirements to qualify for this position:
  • Have one full year of specialized experience equivalent to at least the GS-07 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree in an accredited college or university OR 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Qualifying specialized experience must demonstrate the following:

    Experience analyzing and evaluating procurement statutes, Executive Orders, policies and regulations; recommending operating procedures and implementing procurement policy.

    Experience interpreting Federal Acquisition Regulations (FAR) and department regulations and policies for scientific operational and managerial personnel.

  • Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-07 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.

  • OR
  • Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D., from an accredited college or university in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • OR
  • Have one full year of specialized experience equivalent to at least the GS-07 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of graduate level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • OR
  • Have a combination of specialized experience equivalent to the GS-07 grade level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND graduate level education (which includes 24 semester hours in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Together this graduate education and experience meets 100% of the qualification requirements for this position.

  • Applicants applying for the GS-11 grade level must meet one of the following requirements to qualify for this position:
  • Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university.

  • Qualifying specialized experience must demonstrate the following:

    Experience analyzing and evaluating procurement statutes, Executive Orders, policies and regulations; recommending operating procedures and implementing procurement policy.

    Experience interpreting Federal Acquisition Regulations (FAR) and department regulations and policies for scientific operational and managerial personnel.

    Experience providing guidance regarding specialized procurement functions and pre-award and post-award practices.

  • Have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.

  • OR
  • Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., from an accredited college or university in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • OR
  • Have 1 full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of ¿undergraduate¿ study in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • OR
  • Have one full year of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND completed 24 semester hours of "graduate" level education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • OR
  • Have a combination of specialized experience equivalent to at least the GS-09 level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience AND graduate level education (which includes 24 semester hours in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). Together this specialized experience and graduate education meets 100% of the qualification requirements for this position.
