Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as the Senior Defense Travel Administrator for the Joint Staff (JS) Travel Branch, with authority and responsibility to plan, coordinate, direct and manage travel arrangements in support of the Chairman, Joint Chiefs of Staff, the Vice Chairman, Joint Chiefs of Staff, and members of the Joint Staff who regularly travel on world-wide itineraries.

Responsibilities

As a DEFENSE TRAVEL ADMINISTRATOR at the GS-0301-13 some of your typical work assignments may include:
  • Serves as Joint Staff Senior Defense Travel Administrator.
  • Provides expert advice to executive managers and interprets travel policy.
  • Plans, conducts or participates in special studies or task forces, provides expert assistance to JS leaders and COCOMs.
  • Develops and evaluates policies in assigned program areas, takes necessary actions to achieve organizational objectives, and recommends program objectives and improvements for the future.
  • Provides subject matter expertise in the applicability and effect of new or proposed Joint Staff directives and other staff decisions on requirements.
  • Oversees DTS Tier 2 Help Desk, managing incoming trouble calls/tickets and helping to resolve customer issues regarding DTS and elevating to Tier 3 as needed.
  • Manages incoming trouble calls/tickets and help to resolve customer issues regarding DTS.
  • Provides functional oversight of all Organizational Defense Travel Administrators (ODTAs).
  • Creates, updates, and provides training to all levels of DTS administrators and travelers and verifies proper training certification according to DTS roles for system access.
  • Supports the Financial Defense Travel Administrator (FDTA), ensures financial transactions are recorded properly in DTS and identifies discrepancies for resolution by appropriate financial managers.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Planning, directing, and managing travel programs and policies in compliance with Defense Travel Management Office regulations.
  • Administering Defense Travel System (DTS) for an organization, including assigning roles and permissions and establishing routing structures and business processes while managing DTS interface with organizations' financial processing system of record.
  • Conducting regular audits of travel vouchers, system access forms and user training to ensure program integrity and compliance with internal controls.
  • Managing DTS Tier 1 and Tier 2 customer helpdesks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
