THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a LEAD FINANCIAL SERVICES TECHNCIAN, Position Description Number T5130000 and is part of the MD USPFO, National Guard.

Responsibilities

Serves as Team Leader. Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques; advises on work methods, practices and procedures; and assists in identifying the parameters of a viable solution. Leads the team in identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities. Monitors and reports on the status and progress of work and conformance with Branch Chief's instructions. Reports and advises the Branch Chief on team and individual work accomplishments, problems, and progress. Prepares reports and maintains records of work accomplishments and administrative information, as required. Represents resource needs of the team to the Branch Chief such as office automation enhancements and overtime/compensatory time. Secures information and decisions from the Branch Chief on major work problems and issues. Evaluates and makes recommendation is the resolution of simple, informal complaints of employees; referring unresolved formal complaints and appeals to Branch Chief. Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer filesystems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems. Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Performs research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions. Analyzes results, applies personal initiative and judgment to make recommendations, which may result in changing guidelines affecting internal, state, and National Guard Bureau (NGB) level processes and procedures. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Uses independent judgment to reconstruct incomplete files, devise more efficient methods for procedural processing, gather and organize information for inquiries, or resolve problems referred by others. Interprets user requirements in designing new ad hoc reports or modifications to standard financial and management systems, resulting from regulatory, system, or force structure changes. Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. Uses public law; fiscal law; Department of Defense (DoD), Department of the Army (DA), Forces Command (FORSCOM), NGB, and Defense Finance and Accounting Service (DFAS) regulations; Standing Operating Procedures; Comptroller General Decisions; and policies and issuances to execute the full range of financial and commercial services. Performs or conducts research, investigates and solves problems involving reconciliations of discrepancies (Electronic Funds Transfer rejects, pay/personnel/travel mismatches) to identify, analyze and provide solutions regarding multiple entitlements, payments to personnel in various duty statuses and assorted payments to commercial vendors, including computation of interest. Performs varied duties, involving financial services payment systems (travel, accounts payable, pay; i.e. Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS),Operational Data Store (ODS), Standard Financial System ReDesign1 (SRD1), Defense Travel System (DTS), Integrated Automated Travel System (IATS), etc.

This is a Temporary Promotion Not to Exceed 12 months, may be extended depending on the status of the incumbent and is open to On-Board Federal Technicians of the Maryland National Guard only. Applicants must submit current copies of their SF-50 to verify eligibility. The selected individual may be returned at any time to the position from which temporarily promoted, or to a different position of equivalent grade and pay.

Participation in direct deposit is mandatory.

1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within 24 months after initial assignment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.3. Irregular and overtime hours may be required to support operational requirements or contingencies.*** "This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG."

Qualifications

GENERAL EXPERIENCE : Experience that the applicant gained through work within similar financial program structures relating to occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors).Have the five basic qualification factors that may have been gained from Military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.
Skilled in collecting data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively; and,
Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE : The applicant must have at least six months of finance program experiences. A qualified applicant must understand the basic principles and concepts of the National Guard financial business program requirements. The applicant must have private or public finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have experiences and training that demonstrated the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. The applicant must have specialized experiences in providing analysis, validation, processing and correction of financial transactions. Is experienced and skilled in leading others to perform financial duties that involved a range of financial services, such as, the analysis, validation, processing and correction of financial transactions and issues/problems. Experiences included communicating assignments, projects, discussed problems to be solved, documented actionable events, milestones, and/or program issues under review, and monitored deadlines and time frames to reach completion. Skilled in preparing financial reports and maintains records of workaccomplishments and administrative information. Understands how to use metrics for measuring and summarizing work projects. Experienced in maintaining project files or program and administrative materials. Experiences included performing mentorship and guidance activities; providing performance evaluations and recommendations to the team members to improve individual and/or team effort results. Competent to perform financial analysis of inter-related accounting, logistics and computer file systems in regard to pay, accounts payable, and various travel entitlements by using multiple procedures, processes and techniques in order to provide alternative conclusions and/or recommendations. Skilled in the abilities to research, interpret, analyze, and apply regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. Knowledgeable of public law; fiscal law; Department of Defense (DoD), Department of the Army (DA), Forces Command (FORSCOM), NGB, and Defense Finance and Accounting Service (DFAS) regulations; Standing Operating Procedures; Comptroller General Decisions; and, policies and issuances in order to execute the full range of financial and commercial services. As a condition of continued employment in the GS-0503-09 position, dependent on the position's certification level, the employee must complete the position's higher financial management certification within 24 months of appointment to that position.

Education

If you are using Education to qualify for this position, To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.

Knowledge of related financial regulations and rulings covering diverse types of transactions to function as a technical authority to resolve an extensive range of issues or problems.
Skill in researching, interpreting, analyzing, and applying regulations, policies, procedures and legal decisions and issuances regarding the full range of financial and commercial services provided, including public law; fiscal law; DoD, DA, FORSCOM, NGB, and DFAS regulations; Standing Operating Procedures; and Comptroller General Decisions.
Comprehensive knowledge of and skill in determining appropriate pay, allowances, and entitlements resulting from multiple military and civilian statuses, to include: Title 10 active duty; Title 32 IDT, AT, ADT, AGR, and ADOS.
Knowledge of unique and special pay and entitlement situations to include Base Pay, BAH, BAS, INCAP, FSA, Hazardous Duty Pay, Hostile Fire Pay, CZTE,SDAP, SLRP, incentive pay (bonus), Jury Duty collections, child support, wage garnishments, allotments, survivor benefits, casualty assistance and special incentive pays (flight, medical, jump, foreign language).
Knowledge and skill in applying principles and practices involving data protected under the Privacy Act. Knowledge and skills regarding records management.
Knowledge and skill of auditing procedures in order to analyze the full range of pay, travel, and accounts payable pay authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances.
Knowledge of the organizational structure, functions, policies, and processes of the state's National Guard, to include relationships to state entities under DSCA operations.
Knowledge of training techniques and program instruction regarding the full range of financial transactions. Knowledge and skill in providing quality and time sensitive customer service techniques
Knowledge of fact finding, investigative and problem solving techniques involving reconciliations of discrepancies (Electronic Funds Transfer rejects, pay/personnel/travel mismatches and pay timeliness) that identify, analyze and recommend solutions regarding financial services, multiple entitlements, and payments to personnel in various duty statuses and commercial vendors which may include computation of interest due.
Comprehensive knowledge of and skill in determining appropriate payments to vendors by applying Prompt Payment Act, tax law, contract law, account code structure, invoice processes, and Grants and Cooperative Agreement regulations.
