Summary

This position is located in the Budget Operations and Systems Branch (BOSB), Budget Division, Office of Budget, Finance, and Award Management (BFA), National Science Foundation (NSF). BOSB develops and maintains budget/management procedures, databases, and monitoring systems for providing budget control on behalf of the Director.

Responsibilities

The primary purpose of this position is to identify, compile, and analyze data to deliver products such as reports, datasets, or database tables that respond to information requirements related to budget or other NSF business processes. Specifically, the employee obtains and analyzes data from various system or other authoritative sources to determine the overall accuracy, completeness, limitations, and appropriateness of the data in responding to the requirement. This includes determining ways to most effectively obtain and publish information and to make improvements to the overall Budget Division analytical capabilities. Duties include:

Serves as a subject matter expert for business and strategic planning by providing expert advisory service to senior management in carrying out reviews and assessment projects. These projects involve design and analytical tasks leading to the development and implementation of information products for officials in BFA and throughout NSF.

Responsible for compiling and analyzing data to ensure that the data captured meets the needs of the requester.

Responsible for identifying and implementing improvements to build the Budget Division's data analytics capabilities.

Plans and conducts analyses of NSF operations and enterprise information needs. Advises management and NSF officials regarding the proposed development and enhancement of budget systems and related data products by working with contractors, IT Specialists, and other subject matter experts.

Analyzes and evaluates potential solutions in terms of cost, features, flexibility, interoperability, maintainability, and prepares recommendations for approaches, methods, and solutions to address information and system requirements as an expert in the field and senior analyst.

Designs and undertakes data-gathering efforts, comprehensive data studies, and initiatives to implement information solutions. Identifies and remediates inefficiencies, quality issues, or other limitations or risks in potential data sources.

Provides subject matter and technical guidance to other BD or contractor experts and staff. Uses analyses to assist in the development and enhancement of agency information solutions. As an integral part of the BOSB Systems Team, advises agency management on developments in technology related to data analysis and reporting.

Serves as an expert on data design and implementation and provides guidance and technical advice to staff as well as NSF management and leadership on data analysis. Represents BD, BFA, and/or the agency in meetings with NSF staff as well as representatives from organizations external to NSF. Prepares and presents information to Senior Management and other NSF groups. Works closely with Division of Information Systems (DIS) staff and IT Specialists to ensure proper coordination of matters related to budget systems and requirements.

Works with and advises management on formulation, coordination, and execution activities involved in building and maintaining database application and related data analyses that provide timely, accurate, and useful information to the senior management, and staff of NSF.

Works with stakeholders by identifying key indicators of NSF operations and performance that respond to the requirements of management for decision support. These indicators include measures of program performance, resource utilization, and program effectiveness.

Determines alternative methods for meeting the requirement if an information requirement is not able to be addressed from existing sources. This may involve conducting ad hoc studies or recommending additional features to current information systems to capture additional data. Uses quantitative and qualitative analytical techniques to evaluate the NSF's operational programs and business processes relating to budget data, other data, and systems used by the agency.

Recommends way for improving and enhancing collecting, analyzing, and reviewing data. Works with NSF executives, DIS, and program staff throughout NSF to identify issues and questions and to develop new solutions for data reviews and reports for budget trends and other data requests.

Qualifications

To qualify at the GS-14, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes analyzing and interpreting quantitative and qualitative data to ensure data quality and integrity; leading technical projects; producing high quality comprehensive deliverables; utilizing project management principles and best practices to support system designs, implementations, enhancements, maintenance and other system initiatives and services to meet current and future business requirements.

In addition to meeting the specialized experience requirement described above, all candidates must meet the following selective factor. Candidates who do not show in their resume that they meet the selective factor will not receive consideration for the position.

Selective Placement Factor:

Demonstrated skill in analyzing and documenting reporting requirements, as well as developing ad hoc reports and queries using reporting tools such as, but not limited to, Oracle Business Intelligence, SQL, Tableau, and Python.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
