Responsibilities

Responsible for long range and operational planning of an integrated financial and industrial management program of accounting, budgeting, inventory/property management and staffing.

Serves as the primary liaison/representative for the Corporation on these functions to the Board of Directors and senior officials from external agencies, corporations and associations.

Primary duties involve the management and administration of Corporate financial systems and methods of accountability including all Corporate audit activities; accounting systems including automated data retrieval; the administrative budget and mid and long terms plans. These activities are accomplished through the Financial Management Division.

Draws on extensive experience in the fields of financial and property/inventory management to advise the Assistant Director on matters of fiscal accounting practices and asset management which affect the overall policies and direction of the Corporation.

Serves as the Chief Financial Officer and is responsible for compliance with the requirements of the Chief Financial Officers Act of 1990.

Regularly participates in top-level discussions with Corporate Management and the Board of Directors concerning planning, policy and decision making for all Corporate activities. Consults with Wardens and administrative officials on fiscal personnel and operating problems and furnishes advice and guidance.

Establishes policy on borrowing guidelines and investment of Corporate funds in accordance with legislative authority. Requires close coordination with Corporate Management and with senior officials and staff of the Bureau of Prisons, Department of Justice, Department of Treasury, Office of Management and Budget and Congressional staff.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Basic Requirement:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience - at least 4 years Of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:
  • Experience in performing institution strategic planning duties in an institution setting as a department head/manager.
  • Experience in preparing and submitting monthly, quarterly, semi- annual and annual accounting and financial data reports to the Corporate office for sections covering cost accounting and reporting, auditing, property/inventory management, and budgeting.
  • Experience in recommending, advising and monitoring the business, financial and material management activities of an institution's manufacturing and marketing of products and services provided to other government agencies.
  • Experience reviewing monthly, quarterly, and semi-annual accounting and financial data reports and preparing analysis to determine status of sales and net earnings.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $158,541 per annum ($75.97 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
