The Research & Publications (R&P) Section is comprised of the Paralegal Unit and Desktop Publishing Unit. The incumbent serves as the direct supervisor of the Paralegal Unit and assigns tasks related to cite-checking and research responsibilities of the Unit.

Responsibilities

As a Supervisory Research and Publications Specialist GS - 0301 - 12/13, your typical work assignments may include the following:
  • Perform the administrative and human resource management functions relative to the staff supervised, which includes planning, scheduling, and assigning work to subordinates; establishing guidelines and performance expectations for staff members; providing feedback on employee performance evaluations; providing advice, counsel, and/or instruction to staff members and carrying out Equal Employment Opportunity (EEO) policies and program activities as appropriate.
  • Independently performs complex legal and factual research with responsibility for reviewing, analyzing and connecting legal citations and references of a highly technical nature on all briefs going before the Supreme Court.
  • Serves as liaison and facilitator coordinating assignments with staff in providing changes to brief publications. Writes and/or edits technical material utilizing an extensive knowledge in a variety of subject areas to provide interpretation and explanation of a range of technical subjects. Perform and/or delegate a large volume and variety of typing assignments, formatting, editing, database input and proofreading tasks for the preparation and publishing of legal briefs and other legal documents.
  • Correct/revise complicated tables of content and authorities for briefs of extreme complexity for appellate litigation; advises paralegals, secretaries, and legal assistants in the OSG and throughout various Divisions in the Department of Justice and outside of the Department on the preparation of these tables and proper Supreme Court style.
  • Responsible for long-term planning as well as day-to-day operations of the OSG Paralegal Unit including: project planning, management of contractor litigation support services, acquisition of equipment and printing services, establishment of financial property controls, and program development.

Qualifications

To qualify for the GS-12, you must possess the following: At least one year of specialized experience equivalent to the GS-11 grade level in Federal service, performing the following: 1.) reviewing and revising complicated tables of content and authorities for briefs in appellate litigation; performing and/or delegating a large volume and variety of typing assignments, formatting, editing, database input, and proofreading tasks for the preparation and publishing of legal briefs and other legal documents; 2.) assisting in long-term planning in the day-to-day operations of an organization in the area of human resources and contractor management, acquisition of equipment and printing services, establishment of financial and property controls, and program development.

To qualify for the GS-13, you must possess the following: At least one year of specialized experience equivalent to the GS-12 grade level in Federal service, performing the following: 1.) reviewing and revising complicated tables of content and authorities for briefs in appellate litigation; performing and/or delegating a large volume and variety of typing assignments, formatting, editing, database input, and proofreading tasks for the preparation and publishing of legal briefs and other legal documents; 2.) assisting in long-term planning in the day-to-day operations of an organization in the area of human resources and contractor management, acquisition of equipment and printing services, establishment of financial and property controls, and program development; 3.) preparing a variety of legal reports and other presentations for senior level review.

Time-in-Grade: Federal employees must meet time-in-grade requirements for consideration.
