This position is located in the Equipment and Infrastructure Section, Program Delivery Division, National Library Service for the Blind/Print Disabled, Library Collections and Services Group.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Responsibilities

The incumbent directs the work of staff and is responsible for the day to day oversight and lifecycle management of NLS procured devices, including acquisition, record-keeping, inventory, repair, and maintenance; training for network library and volunteer repair groups; liaison and coordination duties with repair groups and machine lending agencies (MLA); parts inventory and order fulfillment.

Provides administrative and technical supervision necessary for accomplishing the work of the section. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; conducts work performance critiques. Provides constructive feedback on an ongoing basis, and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

The Head, Equipment and Infrastructure receives a set of overall objectives, who also decides on the resources available. The incumbent consults with the supervisor in determining which projects to initiate, develops deadlines, and identifies staff and other resources required to carry out an assignment. Responsible for planning and carrying out the work, resolving most of the conflicts that arise, integrating and coordinating the work of others as necessary, and interpreting policy in terms of established objectives. Keep the supervisor informed about progress, potentially controversial matters, issues with far-reaching implications, and intractable problems. Finished work is reviewed from an overall standpoint in terms of feasibility, compatibility with other supply program requirements, or effectiveness in meeting objectives and achieving expected results.

Investigates and analyzes a variety of unusual supply problems, questions, or conditions associated with general questions about supply programs or operations, formulating projects or studies to substantially alter existing supply systems, or establishing criteria in an assigned area of specialization. Results of the work provide solutions to supply problems and questions.

Prepares periodic, accurate reports detailing disposition of all NLS reading technology. Oversees periodic inventory of machine lending agency (MLA) stock and recommendations for improvements and corrections.

Documents, analyzes, and manages lifecycles for all NLS standard reading technology, parts and accessories. Tracks and resolves problems with equipment; makes recommendations for future enhancements or improvements regarding tracking, inventory, maintenance and repair. Participates on governance boards regarding NLS equipment-related software such as PIMMS and WebReads.

The incumbent is a principal liaison for the organization to the NLS Machine Lending Agencies (MLA) and volunteer repair groups. Participates in NLS activities with MLA representatives including the Reading Technology Advisory Group (RTAG). Plans, coordinates work, and/or advises on efforts and resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically cooperative attitudes. Advises NLS staff on planning and development of all aspects of NLS goals as they affect the management and lifecycles of reading technology provided to patrons.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to plan, manage and direct an equipment inventory, parts and repair management program.**
