The primary purpose of this position is: to serves as Integrated Broadcast Service (IBS) Executive Agent (EA) Staff Director, within the Deputy Chief of Staff, Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations.

The organizational location of this position: This position is located within the Deputy Chief of Staff, Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations, Executive Support (AF/A2/6E), Pentagon, Washington DC.

Responsibilities

  • As Executive Agent (EA) Staff Director, plans, organizes, and oversees the activities of the Staff and Enterprise.
  • Exercises supervisory personnel management responsibilities.
  • Establishes, develops, and maintains effective working relationships with OUSD(I), Joint Staff, Component Commands, Services, Combat Service Agencies and Acquisition Agencies.
  • Represents A2/6 with a variety of installation and functional area organizations.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-1T level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.


SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes: creating a strategic vision and align planning, actions and milestones to achieve a strategic vision that incorporates digital age opportunities such as data science and machine learning, as well as employ adaptive program management principles; providing a working knowledge of a comprehensive range of intelligence research and collection methods, techniques, and technologies to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence and decision support capabilities; planning, programming, budgeting and preforming program management; conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients; communicating with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products and delivering written and/or verbal presentations to senior level audiences for decision-making purposes while safeguarding classified information; and planning, organizing, and directing the functions and supervising, mentoring, motivating, and appraising the staff of an organization through subordinate supervisors in a safe and effective manner.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to create a strategic vision and align planning, actions and milestones to achieve a strategic vision that incorporates digital age opportunities such as data science and machine learning, as well as employ adaptive program management principles.
2. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and technologies to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence and decision support capabilities.
3. Skill in planning, programming, budgeting and program management.
4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
5. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
