Summary

This position is located in the Management/Administrative Unit, Management and Policy Staff, Office of Elementary and Secondary Education. The Assistant Secretary serves as principal advisor to the Secretary on all matters related to elementary and secondary education. The Assistant Secretary is responsible for formulating and articulating national education policy with the education community, the private sector, the Congress and other units of the Executive Branch.

As an Audit Liaison Specialist, GS-0301-13, you will be responsible for:
• Operates a complex classifying and cross reference tracking system for control, receipt and disposition of all Office of Elementary and Secondary Education audit documents and activities. Such documents and activities include draft, proposed and final audit reports; program determination letters; Education Appeal Board proceedings; Administrative Law Judge proceedings; accounts receivables; monetary recoveries on audit disallowances and Government Accountability Office activities.
• Prepares final determination letters for the Assistant Secretary's signature on organization- wide audits covering programs from more than one Office of Elementary and Secondary Education program area. Also prep res final determination letters for the Assistant Secretary's signature on Department-wide audits covering programs from more than one principal operating component. This responsibility requires that the incumbent be highly knowledgeable of Department programs, policies and priorities.
• Tracks the completion of corrective actions identified as a result of an audit and prepares follow-up letters to auditees when corrective actions have not been implemented.
• Analyzes incoming internal and external audit reports to determine the programs involved, makes resolution assignments to relevant program offices, and sets deadlines for accomplishing resolution activities.
• Formulates policy questions for the review of the Office of the General Counsel regarding the applicability of various legislative and regulatory provisions of Office of Elementary and Secondary Education programs.

Qualifications

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience ensuring compliance with established internal control procedures by examining records, reports, policy and regulations, operating practices, and documentation.
2. Experience preparing audit and control reports by collecting, analyzing, and summarizing operating information and grant program trends.
3. Experience leading compliance reviews of at least one federal grant program and has demonstrated experience developing monitoring reports and corrective actions.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of the Single Audit Act of 1984 and all OESE administered program regulations, including Chapters 1 and 2 of the Education Consolidation and Improvement Act, Public Laws 81-874 and 81-815, Civil Rights Act, Women's Educational Equity Act etc., and a multitude of discretionary grant programs.
2. Skill in presenting clear recommendations for improvements and overall efficiency of grant administrative process through oral presentations and written reports and analysis detailing audit findings.
3. Ability to work with program staff and ED leadership to resolve and close complex audits.
4. Knowledge of education theories, principles and practices and the roles of the federal, state, and local governments sufficient to serve as the organization's spokesperson both internal and external to the organization on audit resolution and program policy.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
