Responsibilities

The Chief, Business Development serves as the senior technical advisor for OCIJ on all matters related to business intelligence, knowledge management, and information systems (BI/KM & IS) and has direct responsibility for overall leadership and coordination of the implementation and oversight of related services to the courts.

Duties include but are not limited to the following:
  • Directing the technical and administrative functions and directing a staff responsible for planning, establishing and implementing all issues related to business intelligence, knowledge management processes and information system technologies which impact OCIJ and the Immigration courts.
  • Serving as a senior staff advisor and technical authority to the Chief Immigration Judge, Principal Deputy Chief Immigration Judge, Chief Clerk, and other senior managers.
  • Examining human capital forecasts and trends to design options for enhancing operations by leveraging business intelligence, knowledge management processes and information/data technologies.
  • Working closely with other EOIR components to ensure that information systems requirements of OCIJ are accurately defined, adaptable and responsive to agency and user needs.
  • Preparing and presenting briefings to EOIR senior management officials on complex/controversial issues that may involve new theories, concepts, principles, standards and methods.

Qualifications

In order to qualify for the Program Manager (Chief Business Development) position, you must meet the following time in grade requirements and minimum qualifications:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information).

AND

FOR THE GS-15 LEVEL:

Specialized Experience:
Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties:
  • Managing and directing the planning, establishing and implementing of all issues related to business intelligence, knowledge management processes and information system technologies which impact an organization;
  • Assisting with the developing and interpreting of policies, procedures and strategies governing the planning and delivery of information technology systems and services throughout an organization; and
  • Applying analytical processes to the planning, design and implementation of new and improved information systems to address the business requirements for an organization.

Your SF-50 must reflect current employment with Department of Justice (DOJ) and career/career-conditional tenure (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).
