Responsibilities

The incumbent of this position will report to the Chief of the Data Management & Governance Branch and will serve as a data analytic specialist. The incumbent will be a hands-on, delivery-focused professional responsible for identifying, developing, and carrying out data analysis and data analytics efforts, to help turn data into information that can be used for better and data-driven business decisions.

Specific duties of the position include, but are not limited to:
  • Leading the development of a financial data analytics capability from the ground up, to include descriptive, predictive, diagnostic, and prescriptive analytics, by applying proven best practices tailored for the judiciary and the finance and accounting domain;
  • Conducting analysis using software and/or programming languages such as SQL, Tableau, Power BI, Excel, and Business Objects to explore/group data to predict outcomes and inform decisions;
  • Translating the results of analyses into clear, actionable, non-technical communications that can be utilized by senior agency leaders to make informed, data-driven decisions regarding standards, policies, and rules related to financial data, systems, and documentation;
  • Deriving meaning from data that is stored within large complex, unstructured, and disparate datasets. This involves monitoring data flows and stored datasets to suggest improvements to data collection processes and ingestion mechanisms;
  • Developing, maintaining, and reporting on Key Performance Indicators (KPIs) to help measure the effectiveness of business decisions based on the output of data analytics activities;
  • Routinely consulting with project team members and stakeholders to identify the appropriate data, methodological approach, and design for visual content;
  • Using analytic software to programmatically prepare data for analysis and to identify imperfect data such as imputation of missing values;
  • Transforming, improving, and integrating data to meet project goals, including combining data from multiple sources utilizing tools such as Tableau or Power BI to create compelling visual content such as charts, maps, and graphs;
  • Analyzing financial datasets and recommending improvements to upstream processes and procedures to improve data quality;
  • Establishing advanced dynamic dashboards using Power BI and/or Tableau to fulfill business requirements and meet specific project demands;
  • Communicating, collaborating, and coordinating with information technology staff to test and incorporate new data sources as they become available;
  • Assisting with the implementation of FPO's data strategy through the identification and implementation of data standards, rules, policies, and procedures regarding financial data; and
  • Providing recommendations to align data management and internal controls to help integrate the work of the two branches.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated hands-on expertise with the development, enhancement, and maintenance of dynamic and static data dashboards using Power BI and/or Tableau to fulfill business and project-related requirements.

    Ideal Candidate:
    Must possess superior written and oral communication skills with an emphasis on translating technical information to non-technical audiences.
