Starting salary will be determined based on multiple factors, to include but not limited to, candidate’s qualifications exceeding the advertised minimum qualifications, preferred qualifications as determined by the hiring agency, the agency’s available budget, and review of internal equity.
The reporting location for the position at WDCD Treatment Branch will be the Noman M. Cole, Jr. Pollution Control Plant at 9399 Richmond Highway in Lorton, Virginia
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Ability to hear normal construction alarms and verbal warnings on active construction sites. Ability to produce handwritten and typed documents. Ability to lift up to 30 pounds. All duties performed with or without reasonable accommodations.

- Building Design and Construction Division (BDCD) - Project management for design and construction of a variety of projects, including renovations and/or new facilities. The Senior Engineer III position may be responsible for the following:
- Overall management and leadership of capital projects from concept through project close-out including: site and consultant selection and contract negotiation, coordination and collaboration with customers, manages consultants in all phases of design including schematic design, design development, and contract drawing and specification development. Also manages and coordinates value engineering and constructability review. Ensures schedule and budget requirements are met and maintains project documentation and reporting, coordination and management of bidding and construction, monitoring construction progress, change order and contract dispute negotiations and resolution, construction quality control, and project close out.
- Serves as a primary point of contact with the architectural or engineering design consultant, contractor, and other agencies as required, and maintains all project documentation.
- Responds to technical, design and scope related questions during the design and construction phase. May make presentations to senior county leadership and to county residents.
- Performs all aspects of design and/or construction contract administration for complex building, utilities, or wastewater projects.
- May also serve as Construction Manager (CM) responsible for bidding and construction contract administration.
- Able to work in a fast-paced collaborative team environment; and provide outstanding customer service to using agencies and project stakeholders.
- Stays abreast of technical codes and safety regulations.
- Promotes communication, teamwork, and collaboration within the division and with colleagues across the divisions in Capital Facilities. Candidates must have excellent written and verbal communication skills.

PREFERRED QUALIFICATIONS:
- At least 4 years of experience procuring, administering, and managing architectural/engineering and/or construction contracts in building, utilities, or wastewater fields.
- Experience with financial and budgetary planning, tracking, and reporting at the project and program level.
- At least 5 years of experience managing multiple capital projects in design and construction on projects ranging from small renovations and upgrades to new stand-alone facilities. Experience includes consultant selection, negotiations, contract management, planning, budget and schedule development, site assessment, coordination of property acquisition for public use, quality control, and construction administration - Building, Utilities and Wastewater divisions
- Project management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with County proprietary and regulatory requirements.
- At least 3 years of professional engineer/architect experience with local, federal, and state building and site development codes.
- Certified Construction Manager (CCM) certification or Project Management Professional (PMP) certification.
- At least 3 years of professional experience facilitating public meetings which may include groups with differing positions and making presentations on capital projects to community outreach meetings, public hearings, and boards and commission presentations. - Building division only.
- At least 3 years of experience managing VDOT Locally Administered Projects (LAP) - Building and Utilities division.
- At least 3 years of experience managing wastewater treatment and/or collection projects. - Wastewater division only.
