The Health Department is looking for an experienced financial professional with astute business knowledge with strong leadership skills to supervise a small team. This position ensures timely reconciliation of accounts payable and pcard expenses, identifies and resolves problematic transactions, monitors and analyzes expenses in relation to budget allocations and purchase order balances, and recommends accounting or budget action as appropriate. Interprets and explains county and HD accounts payable and general accounting policies to financial and non-financial staff. Business processes are reviewed for adherence to policies, and changes are recommended as needed.

Maintains working knowledge of emergency plans, with an emphasis on understanding the duties and responsibilities of their position during an emergency. Completes all required emergency preparedness trainings; participates in additional trainings and exercises as needed. Maintains up-to-date contact information in the county emergency alert system (EAN), including after-hours contact information (e.g., home or cell phone) and responds to emergency alerts as specified. Responds to public health emergencies, as directed, and effectively carries out emergency duties as assigned. Performs other duties as assigned for the benefit of the Health Department.

Required Knowledge Skills and Abilities

  • Knowledge of accounting theories, bookkeeping, public budgeting, and grant administration;
  • General knowledge of laws ordinances and regulations governing municipal finance;
  • Ability to interpret automated financial reports and financial policies and procedures;
  • Ability to analyze revenue and expenses and make projections;
  • Ability to complete budget documents in accordance with the Department of Management and Budget.

Graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.


Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

Proven team leadership skills with direct responsibility in supervising and managing a team of professionals and with a commitment to development of staff. Progressive financial experience with solid knowledge of budget and accounting processes, procedures and techniques as they relate to county and grant funds. Preferred candidate will have two or more years of experience utilizing the Finance and Budget module in FOCUS, and familiarity with FOCUS shopping carts and purchase orders. Proven ability to independently develop and perform complex financial reports and analysis, including detailed projections and financial scenarios of program activity, to address funding complexities and assist with agency decision making processes. Position requires the candidate to work independently and in a team environment, be proactive in anticipating needs, exercise good judgment, use critical thinking skills, and be highly organized. Provide outstanding customer service skills with the ability to form collaborative partnerships across intra-departmental divisions and with external stakeholders to work towards a common goal. Proven team leadership skills with direct responsibility in supervising and managing a team of professionals and with a commitment to development of staff. Strong written, oral communication, and analytic skills are critical. Must have advanced knowledge of Microsoft Office Excel. Experience in governmental accounting, accounts payable and procurement. Experience in allocating costs across programs. Experience in training and coaching staff in a financial setting.


The appointee to this position will be required to complete a criminal background check, a child protective services registry, and sanction screenings and a credit report to the satisfaction of the employer.

Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 lbs. All duties performed with or without reasonable accommodations.
