This position is located in the Division of Finance, NFE Servicing and Control Section of the Federal Deposit Insurance Corporation and provides support in the areas of coordination,
implementation, and performance management of Corporation financial systems for the FDIC.

Responsibilities

As a Supervisory Financial Systems Specialist, you will:
  • Provide expert guidance to staff on financial and accounting matters and processes, and on policies, procedures, standards and regulations relating to the technical and administrative aspects of their work.
  • Maximize the use of PeopleSoft and other software to provide business solutions through automation, improves efficiency and effectiveness of operations.
  • Provide project management leadership in accounting and financial system initiatives, including coordinating tasks with clients, IT personnel, consultants, and establishing work plans and schedules.
  • Provide all specifications for the development, maintenance and operation of financial systems, including accounting codes, edits, user access, systems tables, reports development, systems and user documentation.
  • Ensure system security, reconciliation processes and controls over financial system data integrity, testing, validation, and recovery are maintained.
  • Respond to the U.S. Government Accountability Office (GAO), FDIC's Office of Inspector General (OIG), and other authorized inquiries for financial or systems audits and control reviews, and take appropriate follow-up action on accepted audit recommendations.
  • Supervise, direct, and review the work of section staff. Provide feedback to employees regarding work performance. Guide and support staff training and developmental needs. Assist the manager in leading and staffing the section, setting goals and objectives for the team, planning and assigning work, and implementing process improvements.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience leading projects or teams responsible for designing, testing, implementing, or monitoring components of financial management and accounting systems including PeopleSoft modules, consistent with accounting and system controls, policies, practices and standards.

1. Knowledge of automated systems concepts, and current trends and advances in methods, techniques and standards in the field of accounting and financial systems.
2. Knowledge of the business processes and responsibilities of FDIC divisions and offices as they impact financial systems.
3. Ability to analyze and evaluate accounting and financial operating procedures and practices for purposes of determining and implementing improvements.
4. Knowledge of FDIC system security requirements and procedures.
5. Ability to develop and design detailed financial systems specifications to meet the changing requirements of operations.
6. Knowledge of computer concepts and systems related solutions to data integrity problems, internal controls and quality controls.
