Summary

This position is part of the The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for management and execution of business activities, critical support services, and long-range strategic planning for several critical resource related support functions across the agency.

Responsibilities

  • Serves as the Executive Director for resources and programmatic developments.
  • Works closely with the Chairman and Board Members in providing continuity of leadership in assessing mission and work requirements and developing plans, goals, and objectives.
  • Exercises broad delegated authority for planning, directing and evaluating the agencys resource management functions.
  • Determines organizational mission goals in addition to developing plans to formulate, defend and justify personnel coordinating with the Chief Financial Officer on financial resources needed to accomplish the agencys mission.
  • Exercises managerial authority to set long range goals and objectives, translate objectives into specific projects, determine program emphasis, plan for long range staffing and organizational needs, and manage organizational changes.
  • Directs a workforce of professional staff, including technical and contract personnel.
  • Represents the Chairman and Board Members in high-level meetings with key officials, industry, academia, and state and local governments.

Qualifications

Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: managing and setting long range goals and objectives, translating objectives into specific projects, and planning for long range staffing and organizational needs; hearing and resolving group grievances and employee complaints; assessing mission and work requirements and developing plans, goals and objectives; identifying problem areas, coordinating corrective action and directing changes to implement improvements.

College and advanced degrees related to law, policy, and/or government are preferred.

SERIES/GRADE:
The agency uses the Administratively Determined system in which rank is attached to the individual. The salary range for this position is statutorily capped at $161,700 and is equivalent to an Executive Schedule Level V.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
This is an opportunity for permanent employment in the excepted service. Selection for this position will require serving a two-year trial period.

If selected, you will be required to file a Confidential Financial Disclosure Report (OGE Form 450).

Work Schedule:
This position allows for a flexible work schedule.
