This position will serve as a student trainee and will receive training in analytical methods used to develop objectively based information in support of administrative and programmatic planning, development, evaluation, and managerial decision-making. On-the-job training assignments provide a practical understanding of the organization, programs, policies, and objectives of the agency as well as furnish experience in the application of principles, procedures, and work techniques.

As a Student Trainee (Financial Economist), you will:
  • Gather, analyze, and prepare summaries of economic data and information used for providing economic and housing market analysis.
  • Provide economic and mortgage performance analysis for various HUD programs.
  • Assist internal and external Ginnie Mae program offices in identifying and analyzing economic, demographic, and mortgage market data.

Pathways Internship Program Requirements:

If selected, you MUST:
  • Sign a Pathways Internship Program agreement;
  • Provide official documentation of enrollment every semester while in the program;

    Specialized experience for the GS-09 is defined as one year of experience at the GS-07 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
    Specialized experience is defined as:

    - Utilizing economic or financial theory to perform research studies and prepare preliminary reports; AND
    - Collecting and compiling economic research data utilizing computer applications and/or tools.

    OR EDUCATION: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

    OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     Pathways Student Internship Program Education Requirement:

    A. Must be a current student at an accredited high school (public or private) or in a home-school program*; college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, or trade school; advanced degree programs; or other qualifying educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled) pursuing a qualifying degree or certificate. *Secondary home-school curricula must be recognized by the State or local government oversight agency.

    B. You must maintain student eligibility and enrollment for the duration of the internship. If you do not maintain eligibility and enrollment, you are ineligible for this program.     C. Every semester, you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale.

    This is a temporary position. If hired under this appointment, you are not eligible for health and life insurance benefits, but you are eligible for annual and sick leave. However, if your appointment is extended beyond the first year, you will be eligible to elect health insurance for which you will be charged the full premium. Social Security taxes will be deducted.     HUD MAY convert a student non-competitively from the Pathways Student Trainee Program to a term or permanent position in the competitive service. The target position upon conversion is a Financial Economist with a full performance level of a GS-12. However, conversion is not mandatory or guaranteed. Students must be U.S. citizens and meet the following requirements to be eligible for conversion:
    • Complete the required number of hours of work experience (generally, at least 640 hours) while enrolled as a full-time or half-time degree-seeking student;
    • Complete the educational requirements from a qualifying institution;
    • Receive a favorable recommendation by an official of the agency; and
    • Meet the qualification requirements for the position to which the Student will be converted.
    Please keep in mind that in order to be converted to a Financial Economist there are education requirements that have to be met in order to be eligible to be converted to this series/position. These education requirements are not required for the Student Trainee position but are required if you are eligible to be converted. The education requirements are:
  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • Examples of qualifying experience include:
  • individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
