The primary purpose of this position is to serve as the AF CBRND Modernization Leader, providing all AF organizations and cross-functional stakeholders with responsive capability to accomplish assigned missions, and coordinating and responding to external customer requests for improved CBRND capability needs to counter current and emerging CBRN threats.

Responsibilities

  • As a Career Broadener, manages USAF CBNRD Modernization Program Requirements and Policy.
  • In a Career Broadening capacity, manages USAF Readiness Emergency Management (EM) Program Policy and Guidance.
  • Performs Career Broadening assignments as a Technical Project Leader.
  • In a Career Broadening capacity, manages CBRND Modernization Direct Support.
  • In a Career Broadening capacity, manages USAF CBRND and EM Program Performance Evaluation.
  • In a Career Broadening capacity, manages CBRND and EM Program Planning, Programming, and Budgeting.

  • The employee must obtain and maintain a SPECIAL SENSITIVE clearance eligibility with Sensitive Compartmented Information access, based upon a Single Scoped Background Investigation.
  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • The position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied as identified a TDP.
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours to provide direct support to leadership, conferences, or special initiatives or programs related to the Air Force mission.
  • May involve evaluation of programs under field conditions during unit staff assistance visits.
  • Experience at MAJCOM or higher headquarters level and at base level civil engineering Emergency Management Flights is highly desirable.


Qualifications

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent in other pay systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Professional knowledge of a broad range of CBRND programs, concepts, principles, and practices; extensive familiarity with other acquisition disciplines and architecture.
  • Professional knowledge of a broad range of methods and techniques associated with the EM program, principles, practices, policies and regulations, research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; develop conclusions and recommend solutions based on justifiable facts and evidence.
  • Knowledge of sound business practices, management headquarters responsibilities; and process improvement principles; familiarity with Counter Weapons of Mass Destruction programs, principles, practices, policies and regulations.
  • Knowledge of professional principles, practices, techniques, and procedures to efficiently perform functions associated with program and project development, training, and advisory services in planning, advocacy, construction, operations, and/or base services. Intricate knowledge of CBRND acquisition; planning, programming and budgeting cycles, financial systems, and restrictions on the expenditures of funds associated with the Federal Planning, Programming and Budgetary System (PPBS) and JCIDS.
  • Ability to analyze, plan, and adjust work operations of organizational segments to meet program requirements and objectives within available resources, mentor, motivate, and appraise the staff of an organization while maintaining good working relations.
  • Ability to acquire and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.
  • Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities including federal, local government and industry. Produce effective written and oral communications; produce complete and accurate staff work; and initiate change and improvement.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
