MIL currently holds several multi-year contracts with NAWCAD in the areas of Cyber, C5ISR, and Information Technology systems.

Summary

The MIL Corporation is seeking an Information Systems & Cyber Security, Associate, who will serve as an Information System Security Engineer/Officer (ISSE/ISSO) to provide support to multiple Information Systems (ISs) as a member of a Cybersecurity Engineering and Technical Support Team. The ISSE will use their extensive knowledge and proven hands-on experience in RMF Assessment and Authorization (A&A) planning, Enterprise Mission Assurance Support Service (eMASS) support and package preparation, to provide Risk Management Framework (RMF) A&A activities, mitigation of vulnerabilities and findings, and obtaining Authorizations to Operate (ATOs). These teams, which will be based in Norfolk, VA, provide via local and remote access, maintenance and technical support, logistical and life-cycle sustainment support for the existing Cybersecurity Operational Environment infrastructure across multiple CONUS/OCONUS Navy Regions and their installations, field facilities and annexes worldwide.

Responsibilities
  • Provide RMF A&A support utilizing extensive knowledge and hands-on experience in developing and documenting processes and procedures used in various IT operations and cybersecurity plans and required A&A artifacts, such as Access Control Plan (ACP), Configuration Management Plan (CMP), Information System Contingency Plan (ISCP) that can effectively address RMF security control requirements.
  • Support customer's program lead with all aspects of this task design, acquisition and development. Areas of support will include but not be limited to requirements analysis, system/subsystem synthesis, WBS, schedule, project plan, technology planning, new technology transition support, and assistance with configuration management.
  • Collaborate and support existing ISSO/ISSEs in completing A&A activities through RMF Step 3, including, but not limited to, mitigating and/or remediating vulnerabilities or misconfigurations, and documenting findings and severity levels of non-compliance in formalized reporting, creating/managing POA&M items, collecting system specific information in developing required artifacts, drafting SAP, SAR and RAR.
  • Perform programmatic reporting on periodic status and status briefings as necessary.

Required Qualifications
  • Hands-on experience in:
    • Applicable Computer Network Defense (CND) policies, regulations, and compliance documentation,
    • Security Control and Control Correlation Identifiers (CCIs)/Assessment Procedures (APs) implementation,
    • Self-assessment of administrative controls and CCIs/APs
    • Analyzing ACAS and Security Compliance Assessment Protocol (SCAP) vulnerability scan results,
    • Knowledge of security plan management and validation,
    • Development of Security Assessment Plan (SAP) and Risk Assessment Report (RAR),
    • Conducting manual checklists on applicable Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs),
    • Mitigating/eliminating vulnerabilities findings, and
    • Developing and supporting Plan of Actions and Milestones (POA&M) items for outstanding findings, including drafting of mitigation and impact statements.
  • 7 years of related experience.
  • Minimum of three (3) years of experience providing cybersecurity feedback to Assured Compliance Assessment Solution (ACAS) and Host Based Security System (HBSS) SMEs.
  • Solid working knowledge of system engineering and system architecture principles and recent application of Cyber knowledge in practice.
  • Knowledge of information systems, LAN/WAN network architecture, network topology and protocols.
  • Ability to work independently as well as part of a team.
  • Problem-solving ability
  • Working knowledge of Microsoft Office Suite
  • Support CONUS and OCONUS travel as required (up to 75%)
  • Excellent verbal and written communication skills

Education

Bachelor's Degree from an accredited college. Six (6) years of work experience related to the position or an Associate's Degree plus four (4) years of additional work experience related to the position may be substituted for a Bachelor's Degree.

Clearance

All applicants for this position must possess a current Secret Clearance (SSBI); please note that the clearance process takes into account financial background aspects.

All personnel performing on this SOW/PWS will be U.S. citizens.

Sponsor requires all personnel working on a Federally-controlled facility to have, at a minimum, an initiated National Agency Check with Written Inquiries (NACI) or NACI equivalent and favorable completion of a Federal Bureau of Investigation (FBI) fingerprint check.
