Summary

A successful candidate will serve as Senior Technical Advisor to the DAA for Safety and is responsible for providing technical leadership and direction for difficult professional programs including Startup and Restart, Technical Training and Qualification, Contractor Evaluations, and Conduct of Operations. The individual will provide liaison support with the Defense Nuclear Facility Safety Board and support/provide advice on key projects that address enterprise safety challenges.

Responsibilities

As a General Engineer, you will:
  • Provide expert advice and oversight of the implementation of DOE nuclear directives and regulations for operational adequacy of technical, safety, and regulatory requirements. Provides recommendations to field office and program officials.
  • Evaluate the federal oversight related to DOE 425.1D Startup and Restart of DOE Nuclear Facilities Reviews content and implementation of Plans of Action and implementation plans and oversees conduct of readiness preparations and review activities. Evaluates federal oversight of these requirements governing the safety operations of DOE nuclear facilities.
  • Evaluate the application of DOE nuclear safety regulations and directives to unique activities and facility situations. Prepares draft interpretations and recommendations to senior management.
  • Review draft or revised directives that affect nuclear safety, determines acceptable resolution of NNSA comments, and makes recommendations as to Central Technical Authority concurrence.
  • Advise senior management on all aspects of assigned technical areas.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NN-4, EN-04 or GS-15.. Specialized experience for this position is defined as: experience related to, evaluating federal and contractor oversight related to startup and restart of DOE Nuclear Facilities including content and implementation of Plans of Action and implementation plans, overseeing conduct of readiness preparations and review, providing and evaluating oversight regarding to adequate development and implementation of safety bases activities, and developing/reviewing revisions to DOE or equivalent organization nuclear safety directives and regulations.

Examples of Specialized Experience:
1. Experience in evaluating the application of DOE or equivalent organization nuclear safety regulations and directives to unique activities and facility situations with an emphasis on oversight to their startup and restart and their conduct of operations readiness.
2. Experience in evaluating the federal oversight related to 10 CFR 830 safety basis processes.

  • Knowledge of the advanced principles, theories, and techniques of multiple engineering and/or physical science disciplines (i.e., ceramic, chemical, civil, electrical, environmental, mechanical, nuclear, and/or structural engineering; and/or chemistry, physics, and materials science) related to nuclear facility design, construction, and operation sufficient to independently review operating practices, procedures, and requirements to ensure that safety objectives are attained and to provide expert advice and support.
  • Provide technical and administrative direction to a large diversified group of professional, administrative, technical and clerical staff to direct and coordinate nuclear safety and engineering functions involving diverse high technology operations of a national security enterprise.
  • Knowledge of laws, precedents, government regulations, executive orders, agency rules, government organization and functions.
  • Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration or licensure; 2) Written Test; 3) Specified academic course; 4) Related curriculum.
