Responsibilities

The Assistant Commissioner for OIES plans, develops, and directs the survey and administrative record-based programs that produce data on industry employment, hours, earnings, job openings, hires, separations, gross job gains, and gross job losses for the Nation and local areas. In this capacity, the incumbent is responsible for the accuracy, relevance, and timeliness of the data and the production, analysis, and release of the data following the calendar of data releases issued by BLS each year.

The incumbent develops long-range plans to ensure that the present and future information needs of policy makers and other user groups are met. This includes planning, proposing, and justifying the resources and monitoring operating budgets and outcomes, including significant information technology projects.

The incumbent reviews and approves reports, analyses, and publications developed in the Office or in other areas of the Bureau. The Assistant Commissioner provides direction to the Office in regard to technical standards, analysis and interpretation of data, and adherence to Bureau policy.

Candidates will be evaluated based on their resume and their responses to the ECQs and MTQs. Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must address the MTQ's, but need not address the ECQs. Candidates must possess technical and management experience, and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

Qualifications

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQ's must not exceed 10 pages. 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. 2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.

Mandatory Technical Qualifications

1. Demonstrated ability to lead major organizational change in a challenging environment, including the ability to identify and achieve efficiencies in survey business processes, data collection and analysis, and in administrative processes.

2. Demonstrated experience in successfully managing the operations of a large, complex government organization, including the development and use of information technology for programs that produce economic statistics, human resource policy, budget formulation, contracting, or procurement.

3. Knowledge of economic theory and analysis, statistics, and the uses of economic data leading to publication.

4. Ability to represent a major statistical agency and its programs before key stakeholders such as the Department of Labor senior management, Office of Management and Budget, Congress, other Federal Agencies, the media, academia, or other key data users.

Education

Economist, series 0110

Basic Requirements:

A .Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1.economic statistics;
2.industrial surveys;
3.management of individual business enterprises, including farms;
4.industrial planning;
5.writing or editorial work in economic subjects; and
6.financial market analysis.

Mathematical Statistics Series, 1529

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience:

The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.

Statistics Series, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
