The incumbent serves as the Agency Evaluation Officer as established by the Foundations for Evidence-­Based Policymaking Act of 2018. The Evaluation Officer is responsible for overseeing the agency's evaluation activities, learning agenda, and capacity assessment, as well as collaborating with, shaping, and contributing to other evidence-building functions within the agency. The Evaluation Officer is responsible for providing technical and methodological leadership to assess, improve, and advise on evaluation activities across the agency. The Evaluation Officer also is responsible for conceptualizing, prioritizing, and designing the agency's evaluation activities.

Specific duties include:
  • Continually assessing the coverage, quality, methods, consistency, effectiveness, independence, and balance of the portfolio of evaluations, policy research, and ongoing evaluation activities of the agency.
  • Assessing agency capacity to support the development and use of evaluation.
  • Establishing and implementing an agency evaluation policy, including but not limited to, leading EPA's implementation of Office of Management and Budget guidance for program evaluation standards and best practices.
  • Coordinating, developing, and implementing the plans required by the Foundations for Evidence-Based Policymaking Act of 2018.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

If you are selected, you must complete a one year probationary period.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.


You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for this SL position, you need to have at least one year of full time experience equivalent to the GS-15 level defined providing leadership, oversight, or technical direction for a large organization in the areas of program assessment and program evaluation; providing technical expertise when applying a range of evaluation methods, practices, and analytic techniques to the study of Federal programs and/or policies.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Technical Qualifications (TQs) - Mandatory - Limited to two pages per factor - Failure to address these factors will result in your application being disqualified.

TQ1. Demonstrated experience implementing evaluation activities for environmental programs, functions, operations, and disciplines of a geographically-dispersed and complex regulatory, scientific, and technical federal department/agency or organization.

TQ2. Demonstrated senior-level experience overseeing and implementing multi-year efforts to plan, design, allocate resources for, and undertake evaluations; interpret results; and integrate findings into day-to-day operations, management processes, budgeting, strategic planning, and other decision-making.

TQ3. Demonstrated experience managing organization-wide evaluation standards and requirements to ensure the scientific integrity of evaluation activities.

TQ4. Demonstrated experience establishing and implementing policies, plans, and deliverables required by the Foundations for Evidence-Based Policymaking Act of 2018 and OMB guidance, or comparable local mandates, in alignment with an organization's strategic planning and budgeting.
