Responsibilities

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Offshore Regulatory Programs, in Sterling, VA.

At the full performance level (GS-09) the major duties of this position include but are not limited to the following:
1. Drafts and reviews program communications such as memoranda and letters that seek approval or request information relative to program matters to ensure that material is clear, grammatically correct, and in conformance with organizational format, style, and appearance. Identifies, proposes, implements, and communicates standards where they may not currently exist.
2. Leads collaboration, collection, and compilation of data for use in regular and ad hoc reporting on the status of programs from various sources such as agency reports, OORP reports and documents, and technical staff.
3. Serves as Concur travel expert and liaison to Administration and Finance. Keeps apprised of any new requirements or issues within the electronic travel management system and alerts staff. When needed, assists staff in preparing and reviewing travel documents and resolving discrepancies discovered during the financial audit process.
4. Serves as the lead for QuickTime and personnel actions within FPPS and as liaison to HR. Supports OORP Staff in the timely and accurate submission of electronic timecards. Aids staff by providing notification of timekeeping deadlines and effectively communicates QuickTime changes.
5. Helps develop, implement, and maintain effective correspondence processes. Receives, reviews, and electronically or manually transmits correspondence, reports, and other material to be signed or surnamed by the appropriate staff.
6. Provides administrative support to the OORP Senior Leadership and all Branch Managers as needed. Conducts data entry into the Document Tracking System (DTS) and other tracking spreadsheets used to ensure the circulation and progress of documents and related materials.
7. Plans and coordinates the administration of the OORP Team, as defined by OORP Senior Leadership and direct supervisor. Devises and implements methods to track requested information from OORP Team and complete work correctly and on time.
8. Serves as the File Custodian for OORP's file records. Employee is responsible for determining and incorporating all material from the Team in the official records and for developing, organizing, and maintaining the electronic folders and the reference material for in these folders for the Team.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet A, B, or C defined below.

A. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Experience distributing mail, equipment and/or materials across several offices; 2) Experience performing research and providing recommendations on improving administrative functions/processes; and 3) Experience using office automation systems to produce and edit a variety of documents. MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS.
OR
B. Education: A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., if related.
OR
C. Combination of Education and Experience: A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
