Responsibilities

You will:
  • Provide technical advice to Agency policy makers about economic analyses in support of office programs to improve air quality;
  • Plan, develop and review the economic, technical, scientific, and policy bases for air quality regulations and guidance;
  • Analyze scientific and economic data to formulate recommendations for internal and external partners and decision-making;
  • Liaise with government and non-government scientists, policy analysts, and economists to strengthen the technical underpinnings of economic analyses.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as conducting regulatory impact assessments and cost-benefit analyses to prepare recommendations for environmental policy development and/or program effectiveness; advising or consulting on economic analyses/impacts to resolve policy or programmatic issues.

Your application package will be used to evaluate your competencies in the following areas: 1) Knowledge of concepts and principles of environmental economics; 2) Skill in written communication; 3) Ability to analyze energy and environmental programs and policy; 4) Knowledge of air quality regulations and policy; 5) Skill in policy development; 6) Skill in data analysis; 7) Skill in oral communication; 8) Ability to represent the Agency to internal and external audiences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor's or higher degree from an accredited or pre-accredited college or university in economics with at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR a combination of education and experience with courses equivalent to a major, as listed.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.
