Responsibilities

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency's business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans; manages the USPTO computer facilities, equipment, and telecommunications network.

The Office of Information Management Services delivers quality information products and services to meet USPTO, public, and intellectual property community needs and ensures the quality and integrity of the intellectual property data. The Office provides access to collections of patents, trademarks, and related information through multiple nodes, and promotes dissemination of information to the public on the use of patent and trademark information systems. The Office provides support across the USPTO with software, hardware, network, desktop, and web services that support access to the USPTO's IT assets and similarly provides agency-wide support for records management and information collection.

The Public Search Services Division (PSSD) provides customer support, outreach, and public training in the use of patent and trademark information, systems and search tools. The Division maintains and provides access to collections of patents, trademarks, and related information in electronic, microfilm and paper format in the Public Search Facility (PSF) and in the national network of Patent and Trademark Resource Centers (PTRC). PSSD operates the USPTO Contact Center, responding to customers through various media and providing general information to the public on the use of patent and trademark information and systems.

IT Product Development Specialist will be responsible for the following:

  • Guiding the development of IT products that deliver good business results for USPTO Contact Center(UCC)/USPTO.
  • Developing plans for development teams to ensure that products meet the needs of all stakeholders.
  • Communicating with stakeholders, including customers, business managers, and the development team to ensure that goals are clear.
  • Communicating the product vision to the development team; prioritizing and owning product backlog; making trade-offs between scope, budget, and timeline.
  • Developing plans for development teams to ensure that products meet the needs of all stakeholders.
  • Participating in the management and execution of iterative product development and delivery activities.

The physical worksite for this position is located in ALEXANDRIA,VA However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Professional Series can be found at HERE . Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

Candidates for GS-13 grade level must have at least 52 weeks of specialized experience equivalent at the GS-12 grade level in the Federal service.

Specialized experience for this position includes all the following listed below:
  • Obtaining user information to develop reasoning of systems or business requirements.
  • Collaborating with stakeholders to develop IT products.
  • Leading teams in developing IT product requirements.


  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education may not be substituted for specialized experience at this grade level.
