Summary

The Program Manager will be the primary interface to the customer and will ensure needs are being met while continuing the success of the Information Management/Information Technology (IM/IT) Systems Engineering and Technical Assistance (SETA) Support program. The Program Manager will be responsible for directing and overseeing the execution of all activities to provide technical support for the operation, maintenance, sustainment, accreditation, upgrade, and development of AGC NIPRNET/SIPRNET/JWICS geospatial systems, assets, data, and infrastructure.

Responsibilities
  • Manage all operation aspects of Program Activity including:
  • Cost management
  • Schedule management
  • Date management
  • Proposal activity
  • Other related program activities
  • Manage, coordinate, facilitate, oversee, and track initiatives and projects with varying timelines and scopes.
  • Provide weekly updates on each of the assigned activities.
  • Make hardware and software technical recommendations, including providing justification
  • Conduct the planning, design, and research for new or upgraded hardware and software systems.
  • Serve as a principle liaison with current and prospective program customers.
  • Submit contract deliverables on time in accurate formats.
  • Plan, schedule, organize, and administer program tasks, budgets, and schedules.
  • Track program against schedule, budget, and phase review objectives and report status to supervisor on a regular basis and executive staff as needed and/or requested.
  • Develop and implement recovery plans for off-schedule and unanticipated eventualities.
  • Establish and manage customer relationships.
  • Concentrate the efforts associated with the contract and collaborate with the customer to integrate it with the different elements of customers overall requirements.
  • Investigate and adjust personnel problems among program team members.
  • Provide recommendations regarding hiring, promotions, wage adjustments, and terminations.
  • Prepare and present Employee Performance evaluations and submit to Corporate according to company policy.
  • Recommend and/or lead new processes where needed to improve quality or on-time delivery.
  • Ensure effective reporting and communication with the client and Chenega Decision Sciences PMO team as well as all customers and stakeholders.
  • Other duties as assigned

Qualifications
  • Bachelor's degree and 7+ years' experience in DoD contract support in a project manager or engineering role are required
  • Experience managing requirements, contracts, operations, and personnel, all in the DoD IT fields is required
  • PMP Certification is required
  • Supervisor experience is required
  • Active and valid driver's license is required
  • Active TS/SCI clearance is required

Knowledge, Skills and Abilities
  • Army IT experience is preferred.
  • Must have advanced knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, and PowerPoint), and Outlook.
  • Strong influence-management, negotiation, leadership, and assertiveness skills.
  • Ability to work independently as well as in a team environment.
  • Ability to understand, track, drill-down, and question activities and issues in all functional areas and make sound business decisions based on that data.
  • Ability to travel as required.
  • Ability to work nights, weekends, and holidays as required.
