Job Announcement

Serves as one of three clinical and administrative supervisors of the Jail Diversion team, supervising Behavioral Health Specialists, Behavioral Health Nurse/Case Managers and Peer Support Specialists in the provision of services to individuals with severe mental illness (often with co-occurring substance use disorders) who are justice involved.

Conducts initial and ongoing authorization reviews for managed care service approval as needed. Reviews team member electronic health records for compliance with all Federal, State, and local standards and regulations. Reviews the effectiveness of treatment, providing guidance and direction when needed. Serves as clinical expert, performing diagnostic formulations and comprehensive evaluations. Plans and provides direct client care, using appropriate evidence-based interventions. Performs crisis intervention, psychoeducation, and collaboration and consultation with justice system partners. Provides agency representation, case and care management, co-occurring diagnosis interventions, and other duties as assigned. Maintains detailed clinical records according to all Federal, State, and local standards, regulations, and statutes. Provides clinical supervision for staff licensure as needed/credentialed. Supervises staff in coordination with community partners and internal CSB programs to ensure collaborative treatment planning and service provision. Is the liaison with the Jail-Based Team at the Adult Detention Center in order to consult and collaborate in the assessment of incarcerated individuals for inclusion in the Jail Diversion Program.

Work schedule is variable between the hours of 8:00 a.m. and 6:00 p.m., position requires limited evening, weekend, and holiday availability.

Illustrative Duties

  • Provides staff supervision for all clinical aspects of the program;
  • Plans, assigns, and reviews work of team members;
  • Interviews and selects candidates for various positions;
  • Performs complex evaluations and makes independent diagnoses using Diagnostic and Statistical Manual of Mental Disorders and International Statistical Classification of Diseases and Related Health Problems (ICD) - 10;
  • Provides individual, family and group treatment;
  • Maintains a caseload of diverse, complex, and high risk individuals;
  • Develops treatment plans and adapts treatment interventions and approaches;
  • Provides assessment and treatment services to individuals presenting a wide variety of emotional, social, and mental disorders over a range of severity;
  • Consults with professionals on a variety of problems including delivery of needed services for clinically complex cases;
  • Provides liaison to community agencies to facilitate communication and service provision for individuals requiring multiple services;
  • Develops and implements program activities and services, including training and educational activities;
  • Under direction, develops and implements a specialized program which is designed to maximize the effectiveness and efficiency of service provision;
  • Supervises day-to-day program operations;
  • Promotes awareness of program services through presentations;
  • Develops and monitors program's policies and procedures;
  • Ensures that program is in compliance with applicable federal, state, and local policies, regulations, and statutes;
  • Mediates and facilitates inter-and intra-program issues needing a systems perspective;
  • Plans, recommends, and executes quality initiatives related to mental health standards;
  • Monitors and analyzes the impact of psychotropic medication on an individual's functioning and mental status;

  • Extensive knowledge of the principles, theories, and methods of the psychological and social development of humans;
  • Thorough knowledge of the elements of a comprehensive bio-psycho-social assessment and interviewing techniques;

  • Knowledge of major schools of treatment inclusive of substance abuse prevention and treatment methods/techniques;
  • Core skills in motivational interviewing and cognitive behavioral therapies;

  • Ability to establish rapport and maintain effective relationships with individuals receiving services and the individuals and families who support them;

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college with at least a master's degree in social work, psychology, counseling, or nursing plus three years of clinical experience or a doctoral degree in psychology, social, counseling or nursing plus one year of clinical experience.
Must be eligible to be licensed to practice in the Commonwealth of Virginia in one of the following: Licensed Clinical Social Worker, Licensed Professional Counselor, Clinical Psychologist, Licensed Marriage and Family Therapist, Licensed Substance Abuse Treatment Practitioner or Clinical Nurse Specialist.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license with fewer than six demerit points (or equivalent in another state) must be maintained throughout employment with Community Services Board.
  • Qualified Mental Health Professional - Adult (QMHP-A) (Required within 1 month)
Some positions within this classification will require additional certifications and licenses, as defined by the position description and posted in job announcements.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. Requires a National Provider Identifier.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

PREFERRED QUALIFICATIONS:
Licensed Mental Health Practitioner, familiarity with an electronic health records, and experience in jail settings is preferred. Experience supervising clinical staff. Ability to effectively work as part of an interdisciplinary team.

PHYSICAL REQUIREMENTS:
The Adult Detention Center is not barrier free. Must be able to walk significant distances within multiple buildings, climb stairs and respond to physical requirements necessary to comply with security and safety regulations. Ability to attend off site meetings and training; communicate effectively orally and in writing; and observe, process, and document clinical information. Ability to access, input, and retrieve computer data. All duties performed with or without reasonable accommodations.
