Division Chief of Administration

The Administrative Services Division Chief performs responsible supervisory and administrative management work in the Finance Department and supervises the Administrative Services Division. An incumbent in this position is responsible for a variety of Finance Department administrative functions including budget development and monitoring, accounts payable, purchasing, property and facility management, information technology, human resources, and communications. Additionally, the Division Chief serves in a variety of Citywide roles including financial business process analysis and development, and oversight of the financials portion of the City's ERP system. The incumbent may be required to attend State, regional, and local meetings as an official representative of the Finance Department. These tasks are performed under the general supervision of the Finance Director.
The Opportunity
  • Performs highly responsible management functions supervising and directing the activities of the Administrative Services Division which includes fiscal operations (operating, capital, and special revenue), information technology functions, human resource management and public information;
  • Directs, manages, and supervises the Division's employees and ensures that program objectives and outcomes are achieved;
  • Assesses the department's administrative and operational needs and problems, and reallocates or secures resources to meet those needs, improves work flow, simplifies reporting procedures, reduces costs and meets professional standards and legal requirements;
  • Prepares and oversees the preparation of personnel requisition packages, interview questions, and selection procedures to assure compliance with standards;
  • Conducts research into personnel related issues, prepares reports and formulates policy recommendations; Recommends training necessary for job performance and enhancing for upward mobility;
  • Formulates and recommends policy on matters having Department implications, implements changes to policies and procedures, presents new or revised written directives, and monitors changes in State and Federal law affecting Departmental operations;
  • Provides leadership to managers regarding large scale technology and data projects, technology budgets and day-to-day technology and analysis operations;
  • Oversees or performs the dissemination of budget information to include work provided by contractors and management of payroll, purchasing and procurement, travel reimbursements and grant management;
  • Provides analytical support to the Director in the preparation of reports for the City Manager and City Council related to the overall financial management of the City government;
  • Performs related work as required.

The Ideal Candidate
To minimally qualify for this position, all applicants must have a bachelor's degree in Management, Business Administration, Finance, or related field; six (6) years of experience in support function such as human resources, purchasing, accounting, budgeting, policy development, etc.; two (2) years of experience in a lead or supervisory capacity; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities for the position.

To be considered an ideal candidate an applicant must have all the above-mentioned qualifications, as well as, a master's degree in Public Administration, Business Administration, Finance, Economics or related field; five (5) years of supervisory experience in the public sector (local government, schools, universities, non-profit and/or hospital); and financial analysis and reporting experience.
