Assistant Director of Infrastructure Services

The Opportunity

Are you an experienced and capable Information Technology professional who is looking to step into or further their professional development in a leadership role? If so, the City of Alexandria's Information Technology Services Department is looking for an Assistant Director of Infrastructure Services. The Assistant Director of Infrastructure Services will be focused on all aspects of City-wide IT infrastructure, from developing server and cloud infrastructure plans and strategies to optimizing the value of investments in our infrastructure.

The Opportunity - Examples of duties
  • Work closely with senior leadership and stakeholders across the enterprise to set the long-term strategy for City-Wide IT infrastructure.
  • Analyze technologies and determine current and future infrastructure technology and security needs to support maintainability, reliability, and scalability.
  • Develop and manage the budget for the infrastructure group, communicating with IT leadership budget and forecast direction and changes.
  • Oversee advanced administration, design, maintenance, setup, configuration, enhancement, and troubleshooting of the SAN, servers, telephony, network equipment, and monitoring systems.
  • Hire, coach, motivate and supervise a contingent of network, telecom, server, cloud, and data center technology program managers and engineers, and, conduct performance reviews and take corrective action when necessary.
  • Provide strategic and technical leadership in design, architecture, and administration by proactively identifying problem areas and product and performance quality.
  • Responsible for continuously managing risk to the network and server infrastructure environment; identify points of vulnerability, recommend disaster avoidance and reduction strategies, oversee corrective actions.
  • Provide guidance to all levels of the infrastructure group with regard to various processes, procedures, and points of contact throughout IT in order to successfully meet objectives.
  • Responsible for the design, implementation, and administration of long-term strategic plans to support infrastructure capacity for existing and future requirements.
  • Develop, implement, enforce, and maintain policies, procedures, and associated training plans for infrastructure administration and project management.
  • Participate in the development of IT strategies in collaboration with the executive team.
  • Responsible for review and decision-making on staff research and recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
  • Responsible for managing service level agreements with business units.
  • Responsible for preparing and leading RFPs, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects and associated efforts.
  • Negotiate with and hold accountable vendors, outsourcers, and contractors to secure network and server infrastructure-specific products and services.
  • Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base.
  • Establish and maintain regular written and in-person communications with the organization’s executives, decision-makers, stakeholders, department heads, and end-users regarding infrastructure activities.
  • Oversee the design, architecture, implementation, and maintenance of secure systems and network architecture standards and have responsibility for review and approval of architectural changes.
  • Oversee and enforce change management policies, standards, and procedures.
  • Oversee and enforce problem and incident response management policies, standards, and procedures.
  • Brief CIO and other executive team members on infrastructure management, including server, data storage, backup, cloud, and network infrastructure strategies and necessary budgets and organizational impacts.
  • Perform other duties as assigned.

About the Department
The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City’s residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria’s ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 15 years.

Minimum & Additional Requirements

A bachelor's or higher degree from an accredited college or university in computer science, information systems, or closely related field. Five (5) years of information technology experience, one year of which shall include experience in a lead or supervisory capacity, performing a variety of progressively responsible technical and/or analytical tasks for computer systems or services or in an emerging information technology field.

Preferred Qualifications

Five (5) years of experience in strategic management towards Network & Site Reliability Engineering, DevOps and/or server infrastructure management and developing IT infrastructure policies and procedures; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Notes

This position requires the successful completion of pre-employment checks including but not limited to a criminal background and drug screening. This position may be occasionally required to be available after normal working hours to support applications and to respond to the City’s Emergency Operations Center (EOC) when it is activated.
