Fairfax County Capital Facilities is seeking a Branch Chief responsible for leading a team of highly skilled professionals in the Public Private Partnerships Branch (P3B) within the Building Design and Construction Division (BDCD). The P3B Chief is a key County leader in the P3 area of development and is a member of the BDCD management and leadership teams.

Provides leadership and strategic guidance in the planning, design, and construction of large-scale Capital Improvement Projects, and is directly responsible for the project and program management of very large, complex campus master planning and building development projects. Provides strategic leadership in negotiating joint development and P3 agreements that include planning, land valuation, real estate terms, lease terms, market studies, financial proforma analysis, zoning and entitlement process, design and construction costs, shared infrastructure costs, financing arrangements, and management of risk exposure. The P3 program partners include design consultants, external development partners, community stakeholders, legal counsel, and a matrix organizational team of county stakeholders. Projects vary in scale and nature, with very large complex projects typically exceeding $60 million.

Manages resources to assure agency performance goals are met for budget, schedule, quality, sustainability, and customer satisfaction. Successfully provides strategic leadership, management, and guidance to direct reports and assigned resources in the P3 program area. Serves as lead point of communications with County senior leadership and stakeholders, including elected officials. Leads proactive and collaborative communications efforts for a coordinated strategic direction and to assure that stakeholders are attuned to project progress. Establishes, manages, and oversees project budgets and cash flows to make recommendations on county budget commitments. Responsible for the overall program management for CIP building development projects assigned to P3B that include planning, scope and budget development, site assessment and coordination of land acquisition, consultant selection, negotiations and contract management, development agreement negotiations, design and quality control, and construction administration support. Provides real estate, planning and contractual recommendations to the County senior leadership.

Provides strategic leadership in support of process improvements and organizational development initiatives, safety training and awareness, employee development, quality assurance, environmental stewardship, and economic development. Promotes proactive collaboration with partners in BDCD, Capital Facilities, DPWES, and county-wide stakeholders. Leads public meetings and conferences. Serves on technical committees, plays a key role in implementing the county's Sustainable Development Policy and Value Engineering Program, and provides testimony at public hearings. The Branch Chief is required to serve on the CAP Emergency Management team including the required trainings and serve in the Emergency Operations Center. Duties are performed under the general direction of the Director of BDCD.

Employment Standards


Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering field.

  • Valid Virginia Professional Engineer or Architect license

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.


The appointee is required to complete a criminal background check, credit check and driving record check to the satisfaction of the employer.

  1. Possession of a valid Virginia Professional Engineer (PE) or Architect (RA) license, or licensure in another state with ability to attain VA licensure within six months.
  2. Ten (10) or more years of experience as a team leader on large, complex building development projects; experience negotiating and implementing P3 projects involving complex real estate, design, construction, contracting, project management and financial planning.
  3. Ten (10) or more years of program management experience; and a track record of successful delivery of large building and development projects.
  4. Three (3) or more years of supervisory experience leading a team responsible for management of development projects.
  5. Extensive experience as a lead negotiator for P3, joint development, and large-scale real estate development agreements.
  6. Strong organizational, leadership, and management skills with a collaborative approach.
  7. Outstanding written and verbal communication, presentation, and negotiation skills.

Ability to perform field inspections at project construction sites or potential sites for future facilities. Ability to hear normally to recognize backup alarms of the construction equipment. Ability to produce handwritten and typed documents. Ability to provide verbal presentations. All duties are performed with or without reasonable accommodation.
