The Department of Housing and Community Affairs (DHCA) increases the supply of affordable housing; maintains existing housing in a safe and sanitary condition; plans and implements activities which prevent and correct problems that contribute to the physical decline of residential and commercial areas; and ensures fair and equitable relations between landlords and tenants.

The Affordable Housing Programs Section in the Division of Housing of DHCA is responsible for administering the Moderately Price Dwelling Unit (MPDU) Program, the Workforce Housing (WFH) Program, the Single-Family Housing Rehabilitation Program, and the Energy Efficiency Program.   The section also works with down-payment assistance programs with the State of Maryland.

The MPDU program was established in 1974 and is the oldest inclusionary zoning program in the County.  The program serves households with incomes of less than 70% of Area Median Income (AMI).  Since 1974, 16,433 MPDUs have been created (10,515 for-sale and 5,918 rental units).  The WFH Program was established in 2006 as a complement to the MPDU Program and serves households with incomes between 70% of AMI and 120% of AMI.  To date, 136 WFH Units have been created (58 for-sale and 78 rental). 

JOB DESCRIPTION

The Department of Housing and Community Affairs (DHCA), Affordable Housing Programs Section, seeks a highly skilled and experienced individual, ideally with a background in affordable housing programs, to directly supervise a team of administrative and technical employees in the Affordable Housing Section.

This Manager III position is responsible for planning, supervising, coordinating, and reviewing the work of employees in the Affordable Housing Programs Section. The Manager III plans, manages, promotes, and creates incentives for the advancement of programs addressing the affordable housing needs of low- and moderate-income households, such as the Moderately Priced Dwelling Unit (MPDU), Workforce Housing, Single Family Housing Rehabilitation, and Energy Efficiency Programs. The Manager III is the primary staff person responsible for administering Section 25A (the Moderately Priced Housing Law) and parts of Section 25B (the Workforce Housing Law) of the Montgomery County Code.

Responsibilities include, but are not limited to:

  • Managing activities of the section by supervising subordinate employees to ensure that all interactions of staff with the public are done in a timely, courteous, professional manner.
  • Coordinating efforts to plan, implement, evaluate, and revise the section’s programs to meet changing conditions, needs, and priorities.
  • Evaluating programs with a racial equity lens to reflect the County’s commitment to racial equity to close gaps and eliminate disparities.
  • Interpreting the County Zoning Ordinance and federal, state and local laws and regulations pertaining to affordable housing.
  • Working in collaboration with the Montgomery County Housing Opportunities Commission (HOC), the Maryland National Park and Planning Commission (M-NCPPC), private sector and nonprofit housing developers, and other agencies to provide solutions/alternatives to affordable housing production.
  • Monitoring affordable housing program loans and contracts and preparing and submitting requests for proposals.
  • Participating in drafting legislation and preparing or overseeing preparation of Executive Regulations, policies, and administrative guidelines.
  • Testifying before the Planning Board and at County Council work sessions/hearings.
  • Representing the Department/County and making presentations on affordable housing issues.
     

As a manager/supervisor the individual in this position has a responsibility to foster a positive environment based on mutual trust, respect, and cooperation.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor’s degree.

Experience: Seven years of progressively responsible professional experience in a field related to the assigned area, three years of which were in a supervisory or executive capacity.

Equivalency: An equivalent combination of education and experience may be substituted.

LICENSE: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.

PROBATIONARY PERIOD: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

MEDICAL EXAM PROTOCOL: Medical History Review.

PREFERRED CRITERIA

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  1. Experience in analyzing/developing/implementing plans, strategies, legislative program requirements, procedures, etc. related to affordable housing programs/projects.
  2. Experience in evaluating master plans, land use studies, zoning ordinances, and development plans, and in researching, analyzing, developing, and drafting policy, land use, and legislative recommendations.
  3. Experience in planning, coaching, directing, supervising, and evaluating the work of subordinate employees.
  4. Experience in managing projects and supervising technical studies.
  5. Experience in affordable housing program management, including principles/practices, public/private sector cooperative ventures, and governmental/financial incentives.
  6. Experience with contract development, administration, and monitoring.
  7. Experience applying knowledge of real estate principles/practices.
  8. Experience in preparing written communications (reports, proposals, memoranda, etc.) and making oral presentations and defending positions to government and elected officials, representatives of public and private sector agencies, nonprofit organizations, community groups, commissions, task forces, etc.
